COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG February 12, 2015 The Board of Mayor and Council met in regular session. The following members were present: Council Member Fox, Mayor Keith Durham, Council Member Williams and Council Member Moore. Council Member Sevier was absent. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the January 22, 2015 Council Meeting was made by Council Member Williams, with a second by Council Member Fox. Motion passed unanimously. Mayor Durham announced the closing of city offices on Monday, February 16 for Presidents’ Day. City Administrator, Chris Shaffer reported to the Council that we are still working on the lease for the Chamber of Commerce; an Energy Audit by TVA is scheduled for February 17; Baler Drive is officially closed; a meeting with TDEC is scheduled for February 20 to discuss Adventure Tourism; and the Vaughan Museum and the Babe Ruth facility is coming along nicely. City Fire Chief informed the Council that he has been attending meetings by the Tennessee Healthcare Coalition and there are grants available for emergency services. LUS Financials for December have been received. A Public Hearing was opened for comments on the Liquor License Notice that has run in the paper for three consecutive issues in accordance to code. No one wished to speak to the Liquor License and the Public Hearing closed. ORDINANCE NO. 1151 AN ORDINANCE FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO AMEND ORDINANCE NO. 1145 TO ENTER INTO A COLLECTION SERVICES AGREEMENT WITH PIONEER CREDIT RECOVERY, INC. PURSUANT TO THE PROVISIONS OF TCA §40-24-105(e) – Second and Final Reading Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. RESOLUTION(S) A RESOLUTION TO APPROVE AN APPROPRIATION TO THE ATTACHED LIST OF NON- PROFIT ORGANIZATIONS BY THE CITY OF LAWRENCEBURG DURING THE 2014-2015 FISCAL YEAR. Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNEESEE TO AUTHORIZE THE PURCHASE OF FIVE VEHICLES FOR THE LAWRENCEBURG POLICE DEPARTMENT AND TO FINANCE SAID VEHICLES THROUGH FIRST VOLUNTEER BANK FOR A PERIOD OF 60 MONTHS. Motion to approve was made by Council Member Moor, with a second by Council Member Fox. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITYOF LAWRENCEBURG TO AUTHORIZE THE REQUEST FOR BIDS FOR EQUIPMENT AND THE INSTALLATION OF SAID EQUIPMENT IN FIVE VEHICLES PURCHASED FOR USE BY THE LAWRENCEBURG POLICE DEPARTMENT. Motion to approve was made by Council Member Fox, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO AN AGREEMENT WITH BUSINESS INFORMATION SERVICES “BIS” FOR CREDIT CARD READERS AND PROCESSING SERVICES FOR THE CITY OF LAWRENCEBURG. Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO AUTHORIZE THE REQUEST FOR BIDS AND OR QUOTES FOR WORK TO BE PERFORMED IN THE RENOVATION OF THE JAMES D. VAUGHAN MUSEUM. Motion to approve was made by Council Member Fox, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION OF THE GOVERNING BODY OF THE CITY OF LAWRENCEBURG, TENNESSEE AUTHORIZING THE ISSUANCE AND SALE AND PAYMENT OF SERIES 2015 CAPITAL OUTLAY NOTES NOT TO EXCEED $112,500.00. Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. Attorney Betz asked to let the record show that a record of all debt obligations will be sent to the Comptroller’s Office. With no further business to come before the Council a motion was made by Council Member Moore, with a second by Council Member Williams. Meeting adjourned.
