COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG March 26, 2015 The Board of Mayor and Council met in regular session. The following members were present: Council Member Fox, Mayor Keith Durham, Council Member Williams, Council Member Moore and Council Member Sevier. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the February26, 2015 Council Meeting was made by Council Member Williams, with a second by Council Member Sevier. Mayor Durham informed those present of the city offices closing April 3 in observance of Good Friday. City Administrator, Chris Shaffer informed the Council of two new employees in the Department of Public Works; Curt Watson with a degree in turf management and Danny Lindsey with plenty of knowledge and skill as a concrete worker. We are contemplating a resolution to join the Tennessee Drug Free Act, this will help lower our worker’s comp insurance. We are also gearing up for the Community Clean Up Project and plan a meeting on April 6 to get organized. The new driver license partnership is in place beginning today. We will not open on Saturdays until we get all the bugs worked out and then see how it goes. Department Managers have turned in their budgets and our bond projects have seen the major work finished. Chief Jay Moore, with the Fire Department informed the Council that we have received a 100% grand in the amount $17,503 for turn out gear and Chris, Tom and Josh Ivy will be here to dedicate the grant on April 9th at 10:00 a.m. on the square. Everyone is invited to attend. LUS Financials for January 2015 have been accepted and reviewed. Attorney Betz opened the Public Hearing on the liquor license for North End Liquor located at 2455 Highway North. With no one wishing to address the license question, the hearing closed. 2015-26-3-A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO AN AGREEMENT WITH SPYGLASS GROUP LLC TO AUDIT OUR PRIMARY TELECOMMUNICATION SERVICES Motion by Council Member Moore to take off the table, with a second by Council Member Sevier. After discussion motion to approve was made by Council Member Moore with a second by Council Member Fox. Motion passed unanimously. RESOLUTION(S) 2015-26-3B A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITYOF LAWRENCEBURG TO AUTHORIZE THE LAWRENCEBURG DEPARTMENT OF PUBLIC WORKS TO REQUEST BIDS FOR ONE ZERO TURN LAWNMOWER Motion to approve was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. 2015-26-3C A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO A CONTRACT WITH TONY’S LAWN CARE TO MOW MIMOSA CEMETERY AT THE BID PRICE OF $500.00 PER MOWING AND TO INCLUDE CARE OF TWO FLOWERBEDS LOCATED IN THE CEMETERY Motion to approve was made by Council Member Sevier, with a second by Council Member Fox. Motion passed unanimously. 2015-26-3D A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO AUTHORIZE THE REQUEST FOR BIDS FOR BLEACHERS FOR BABE RUTH PARK Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. 2015-26-3E A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO DECLARE CERTAIN PROPERTY IN THE PARKS AND RECREATION DEPARTMENT AS SURPLUS TO BE SOLD AT AUCTION ON THE WEB Motion to approve was made by Council Member Williams, with a second by Council Member Sevier. Motion passed unanimously. 2015-26-3F A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG FIRE DEPARTMENT TO APPLY AND ACCEPT A FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) 2014 ASSISTANCE TO FIREFIGHTERS GRANT; FOR A FIRE SAFETY EDUCATION TENT; NEW ROBOT (SPARKY); FIRE PREVENTION LITERATURE AND A TRAILER FOR SAID EQUIPMENT AND LITERATURE Motion to approve was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. 2015-26-3G A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO A CONTRACT WITH GRIGGS AND MALONEY INCORPORATED (ENGINEERING FIRM) TO PROVIDE ENGINEERING SERVICES FOR SPRINGER ROAD IMPROVEMENTS Attorney Betz mentioned that Section II has been deleted and he is satisfied with the contract. Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. 2015-26-3H A RESOLUTION TO AUTHORIZE THE BOARD OF MAYOR AND COUNCIL TO ENTER INTO AN INTERLOCAL AGREEMENT WITH LAWRENCEBURG UTILITY SYSTEMS AND LAWRENCE COUNTY REGARDING THE CONTRACT WITH RETAIL STRATEGIES, LLC Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. With no further business to come before the board motion was made by Council Member Moore to adjourn, with a second by Council Member Sevier. Motion passed.
