COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG May 28, 2015 The Board of Mayor and Council met in regular session. The following members were present: Council Member Fox, Mayor Keith Durham, Council Member Moore, Council Member Sevier, and Council Member Williams. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the May 14, 2015 Council Meeting was made by Council Member Sevier, with a second by Council Member Moore. Motion passed unanimously. Mayor announced the Heritage Festival this week-end and asked April Judkins to expand on the festival. Mayor Durham also thanked April for her hard work for Main Street Lawrenceburg. City Administrator, Chris Shaffer informed the Council the reason we will not have fireworks for July 4th and explained the plan is to have them August 15 at the Babe Ruth World Series, and if that fails perhaps for Labor Day. Springer Road resurfacing is in full swing with portions of the road closed for public use. The Primitive Quartet will hold a free performance at Crockett Theater on June 5th; and the fishing derby will be on June the 6th. LUS Financials for April 2015, have been received. Public Hearing on Ordinance number 1153 opened and closed without anyone wishing to address the council. ORDINANCE(S) ORDINANCE NO. 1153 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Second Reading as amended. Motion to approve on second reading and final reading as amended was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1155 AN ORDINANCE TO AMEND ORDINANCE NO.1144 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2014-2015 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE. Second and final reading Motion to approve on second and final reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. ORDINANCE NO. 1156 AN ORDINANCE TO AMEND ORDINANCE NO.1144 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2014-2015 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE. Second and final reading Motion to approve on second and final reading was made by Council Member Sevier, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1157 AN ORDINANCE TO VACATE AND ABANDON A 14 BY 86 FOOT SECTION OF MCLAIN ALLEY EAST OF NORTH MILITARY STREET; RETENTION OF UTILITY EASEMENTS; REPEAL OF CONFLICTING ORDINANCES; EFFECTIVE DATE Second and final reading Motion to approve on second and final reading was made by Council Member Sevier, with a second by Council Member Moore. Motion passed unanimously. RESOLUTION(S) A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO AN AGREEMENT WITH CGI COMMUNICATIONS, INC. TO UPDATE VIDEOS TO BE DISPLAYED ON THE CITY OF LAWRENCEBURG’S WEB SITE Motion to approve was made by Council Member Williams, with a second by Council Member Sevier. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO CONTRACT WITH THE STATE OF TENNESSEE FOR THE SWEEPING OF STATE STREETS WITHIN THE CITY LIMITS OF LAWRENCEBURG AND OTHER STREET AND/OR RIGHT OF WAY MAINTENANCE AGREEMENTS. Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO A CONTRACT AGREEMENT WITH THE LAWRENCE COUNTY CHAMBER OF COMMERCE FOR SPACE WITHIN THE LAWRENCEBURG CITY MUNICIPAL COMPLEX Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO AUTHORIZE THE REQUEST FOR BIDS FOR AIR PACKS, MASK AND OPTIONS FOR SAID PACKS AND MASK FOR THE LAWRENCEBURG FIRE DEPARTMENT, ETHRIDGE AND NEW PROSPECT FIRE DEPARTMENTS AS AWARDED BY THE REGIONAL ASSISTANCE TO FIREFIGHTERS GRANT NUMBER EMW-2014-FR-00047 FOR FIRE EQUIPMENT Motion to approve was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. Council Member Sevier informed the Mayor and Council of the Knights of Columbus wish to help Rene Seagraves ( as they are impressed with her work at the Animal Shelter) with a fundraising event at Rotary Park on June 20th. The City has been asked to be in charge of advertising. The Mission Clean-Up project is still underway. David Comer addressed the Council concerning City of Lawrenceburg Codes and changing them for clean-up and mowing to shorten or eliminate the notification time on repeat offenders. The City Administrator and the City Attorney are researching how the code may be changed to satisfy that request.
