COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG September 24, 2015 The Board of Mayor and Council met in regular session. The following members were present: Council Member Fox, Mayor Keith Durham, Council Member Sevier, Council Member Williams and Council Member Moore. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the September 10, 2015 Council Meeting was made by Council Member Williams, with a second by Council Member Fox. Motion passed unanimously. City Administrator, Chris Shaffer informed the council that a claim for peeling paint on 5 police cars has been submitted to the TML Insurance Pool and has been accepted. He has had complaints about the exits off Highway 64 by-pass and has contacted the State with the concern. He is of the opinion they will look at correcting the situation. He thanked Col. George H. Nixon Sons of Confederate Veterans Camp 214 for their work on the old City Cemetery; and the booking for the City Auditorium will now be handled by the Lawrenceburg Police Department. Those wishing to book the auditorium should call 931-762-2276. Police Chief, Judy Moore informed the Council of the accident at Wal-Mart on Thursday that resulted in a fatality on Friday. This is 3 fatalities in the last 6 months. We have also had a series of stalkings and the person of interest has been incarcerated. We have dealt with him in the past. Justin Kelsey will graduate on October 19th; he will have more training before he will be placed on the streets. Our Crossing Guard at E. O. Coffman lasted 3 weeks. He felt the job held too much responsibility that he was not prepared for. We are handling E. O. Coffman with Police Officers at this time. ORDINANCE NUMBER 1162 AN ORDINANCE OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO REGULATE AND PROHIBIT THE PARKING OF MOTOR VEHICLES AND OTHER VEHICLES ON EITHER SIDE OF PARRISH STREET FROM LAFAYETTE AVENUE FOR 800 FEET EAST ON PARRISH TO THE BOTTOM OF THE HILL – Second and Final Reading Motion to approve was made by Council Member Fox, with a second by Council Member Williams. Two gentlemen spoke concerning the parking situation. Jeff Roberson would like to have it remain with no parking on one side; and Ben Gobble spoke on behalf of passing the no parking on the street. Upon vote Ordinance Number 1162 passed with Council Member Moore and Mayor Durham voting no. ORDINANCE NO. 1163 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” – First Reading Motion to approve was made by Council Member Moore, with a second by Council Member Sevier. Motion passed first reading. ORDINANCE 1164 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” – First Reading Motion to approve was made by Council Member Moore, with a second by Council Member Fox. Motion passed first reading. Public Hearing for Ordinance 1163 and 1164 will be on the October 22 Council Meeting Agenda. ORDINANCE NUMBER 1165 AN ORDINANCE OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO REGULATE AND PROHIBIT THE PARKING OF MOTOR VEHICLES AND OTHER VEHICLES ON SPRINGER DRIVE FROM PARRISH STREET TO EAST GAINES STREET – First Reading Council Member Fox made a motion to approve; the next official comment was to postpone to study further. Council Member Fox withdrew his motion. With no further business to come before the board motion was made by Council Member Moore to adjourn, with a second by Council Member Fox. Motion passed.
