COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG May 12, 2016 The Board of Mayor and Council met in regular session. The following members were present: Council Member Fox, Mayor Keith Durham, Council Member, Council Member Moore, Council Member Sevier and Council Member Williams. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the April 28, 2016 Council Meeting was made by Council Member Williams second by Council Member Sevier. Motion passed unanimously. Mayor and Council recognized employees with 15 years or more service with the City of Lawrenceburg. These employees included Max Methvin, Jason Frakes, Chris Shaffer, William Staggs, Tracy Clark, Michael Hooper, Margaret Weathers, Shane Eaton, Jeremy Johnson, Allen McAnally, Kenneth Daniel, Ryan Mattox and Edie Wilburn. Mayor Durham announced the official opening of the Mitzi Sweet memorial Park Ribbon Cutting at 10:00 am this morning. City Administrator Chris Shaffer recommended Terry Beecham as the new Police Chief for the City of Lawrenceburg. Upon a roll call vote all Council Members and the Mayor all voted aye. Mr. Shaffer informed everyone of a Swearing-In Ceremony for Chief Beecham to be at 9:00 a.m. in the City Auditorium. Main Street Director, April Judkins, informed the Council about the Heritage Festival activities this week-end. LUS Financials for March 2016 were accepted. Motion was made by Council Member Moore with a second by Council Member Sevier to take Resolution 2016-12-5A off the table. 2016-12-5A A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO AUTHORIZE THE EXPENDITURE OF OVER EIGHT THOUSAND DOLLARS PER THE CITY OF LAWRENCEBURG PURCHASING POLICY FOR PURCHASE OF PUMP STATION FOR BOBBY BREWER PARK Motion to approve Resolution 2016-12-5A was made by Council Member Sevier, with a second by Council Member Moore. Motion passed unanimously. PUBLIC HEARING ON ORDIANCE NUMBER 1172 was opened; with no one wishing to address the Council the Public Hearing closed. ORDINANCE NO. 1172 AN ORDINANCE TO AMEND ORDINANCE NO. 789, ENTITLED THE “ZONING ORDINANCE” OF THE CITY OF LAWRENCEBURG, THE LAWRENCEBURG MUNICIPAL CODE, TITLE 14, CHAPTER 2, 14-201 LAND USE TO BE GOVERNED BY ZONING ORDINANCE PUBLISHED AS APPENDIX 1, VOLUME II OF THE LAWRENCEBURG MUNICIPAL CODE; ARTICLE VII, ADMINISTRATION AND ENFORCEMENT SECTION 7.070 (C) FEES [ORDINANCE 778]; ARTICLE VII, SECTION 7.030 (C) FEES [ORDINANCE 913]; ARTICLE VII SECTION 7.070 VARIANCE, (C) FEES [ORDINANCE 1103]; AND TO ESTABLISH A SCHEDULE OF FEES FOR PLANNING, ZONING AND PERMITTING Motion to approve on second and final reading was made by Council Member Fox, with a second by Council Member Williams. Motion passed unanimously ORDINANCE NO. 1173 AN ORDINANCE TO AMEND ORDINANCE NO.1144 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2014-2015 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE Motion to approve on second and final reading was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1174 AN ORDINANCE TO VACATE AND ABANDON A PORTION OF LAKE VIEW DRIVE IN THE HOOD HILLS SUBDIVISION; RETENTION OF UTILITY EASEMENTS; REPEAL OF CONFLICTING ORDINANCES; EFFECTIVE DATE – First Reading Motion to approve of first reading was made by Council Member Sevier, with a second by Council Member Fox. Motion passed. 2016-12-5B A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO AUTHORIZE THE LAWRENCEBURG PARKS AND RECREATION DEPARTMENT TO REQUEST BIDS FOR 400 CUBIC YARDS OF IPMA CERTIFIED PLAYGOUND MULCH FOR THE PLAYGROUND AT ROTARY PARK Motion to approve was made by Council Member Moore, with a second by Council Member Fox. Motion passed unanimously. 2016-12-5C A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ACCEPT THE BID AND ENTER INTO A CONTRACT WITH POOR BOYS LAWN CARE TO MOW MIMOSA CEMETERY AT THE BID PRICE OF $750.00 PER MOWING Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. 2016-12-5D A RESOLUTION FOR THE CITY OF LAWRENCEBURG TO ENTER INTO LEASE AGREEMENT WITH BUFFALO RIVER SERVICES FOR THE PROPERTY LOCATED AT W. O. SMITH STREET, LAWRENCEBURG, TENNESSEE Motion to approve was made by Council Member Fox, with a second by Council Member Williams. Motion passed unanimously. With no further business to come before the board motion to adjourn was made by Council Member Moore with a second by Council Member Sevier. Meeting adjourned. Meeting adjourned.
