COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG August 23, 2018 The Board of Mayor and Council met in regular session. The following members were present: Council Member Fox, Council Member Williams, Council Member Sevier, Council Member Moore and Mayor Durham. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the August 9, 2018 Council Meeting was made by Council Member Williams, with a second by Council Member Sevier. Motion passed unanimously. Margaret Weathers Bedford was presented a retirement award for 20 years of service in the Administration Department and James Earl Flatt for 10 years of service to the Police Department. Mayor announced city offices closed Monday, September 3 in observance of Labor Day. Residential garbage pick-up will be on Thursday. Fire Chief, Jay Moore, informed the Council about receipt of a grant from FEMA in the amount of $26,238.00 for equipment with a 5% match and a 5% grant writer fee. Smoke Detector installation will begin Saturday, September 8, 2018. A Public Hearing was held for Ordinance 1240. With no one wishing to address the Council concerning the Ordinance the Public Hearing closed with no comments. ORDINANCE NO. 1240 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Motion to approve on second and final reading was made by Council Member Moore, with a second by Council Member Fox. Motion passed unanimously. ORDINANCE NO. 1242 AN ORDINANCE TO AMEND ORDINANCE 1090 ENTITLED, “PERSONNEL RULES AND REGULATIONS” FOR THE CITY OF LAWRENCEBURG, TENNESSEE; SECTION VIII. – PERSONNEL POLICIES Motion to approve on second and final reading was made by Council Member Williams, with a second by Council Member Sevier. Motion passed unanimously. ORDINANCE NO. 1243 AN ORDINANCE TO AMEND ORDINANCE NO.1207 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2017-2018 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE. Motion to approve on second and final reading was made by Council Member Sevier, with a second by Council Member Moore. Motion passed unanimously. RESOLUTION(S) A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO ACCEPT THE GRANT WITH THE TENNESSEE DEPARTMENT OF TRANSPORTATION FOR IMPROVEMENTS TO NORTH MILITARY AVENUE (DOWNTOWN REVITALIZATION – PHASE 2B) (TAP-9308(11) PROJECT IDENTIFICATION NUMBER: 126629.00 Motion to approve was made by Council Member Moore, with a second by Council Member Fox. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ACCEPT A FEDERAL HISTORIC PRESERVATION GRANT TO BE USED TOWARD THE RESTORATION OF THE DAVID CROCKETT MONUMENT Motion to approve was made by Council Member Moore, with a second by Council Member Fox. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO APPLY FOR AND ACCEPT A K-9 EQUIPMENT GRANT THROUGH THE “HERO K9” ORGANIZATION Motion to approve was made by Council Member Fox, with a second by Council Member Sevier. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO A PARKING AGREEMENT WITH TIMOTHY RISNER and wife, KAREN RISNER Motion to approve was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. With no further business to come before the board motion to adjourn was made by Council Member Moore, with a second by Council Member Fox. Meeting adjourned.
