COUNCIL MEETING MINUTES
CITY OF LAWRENCEBURG
September 13, 2018
The Board of Mayor and Council met in regular session. The following members were present:
Council Member Fox, Council Member Williams, Council Member Sevier, Council Member Moore
and Mayor Durham.
With a quorum present the meeting was called to order. The meeting opened with Prayer and the
Pledge of Allegiance.
Motion to approve the minutes of the August 23, 2018 Council Meeting was made by Council Member
Williams, with a second by Council Member Sevier. Motion passed unanimously.
Fire Chief, Jay Moore, informed the Council about two the two grants on the agenda; we have 4
personnel in the Fire Academy School; we are on standby for Hurricane Florence; and Jason Dickey
received the 3 Star Award with his wife accepting it.
Police Chief, Terry Beecham, spoke on the intended parking or no parking arrangements for the fair.
And that the Canine Officer and Kilo are credited with 4 drug arrest in their first few weeks of being on
the force.
LUS Financials for July, 2018 are accepted.
ORDINANCE NUMBER 1244
AN ORDINANCE TO AMEND SECTION 1-101 OF THE LAWRENCEBURG MUNICIPAL CODE
AND TO AMEND ORDINANCE NO. 916 AND 962 TO ESTABLISH THE ANNUAL SALARY OF
THE MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG – First Reading
Motion to approve on first reading was made by Council Member Moore, with a second by Council
Member Fox. Motion passed
RESOLUTION(S)
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG ACCEPT THE BID OF WRIGHT PAVING CONTRACTORS, INC. FROM
FAYETTEVILLE, TENNESSEE FOR MILLING OF CERTAIN STREETS IN THE CITY OF
LAWRENCEBURG
Motion to approve was made by Council Member Williams, with a second by Council Member Moore.
Motion passed.
INITIAL RESOLUTION DETERMINING TO ISSUE NOT TO EXCEED FIVE MILLION TWO
HUNDRED FIFTY THOUSAND DOLLARS ($5,250,000) OF GENERAL OBLIGATION BONDS
FOR THE CITY OF LAWRENCEBURG.
The Mayor began discussion about the need for additional financing for the college. The City is doing
this bond issue to provide for the funding of the short fall of funds; as the contract for the construction
cannot begin without the commitment for the funding. Not all the bonds funds will be needed as
fundraising by the community will continue. This is for the future of our community and our children.
We are hoping the County and the State will also invest more into the college.
Motion to approve was made by Council Member Fox, with a second by Council Member Sevier.
Upon a roll call vote all Council Members and the Mayor voted aye. Motion passed unanimously.
RESOLUTION AUTHORIZING THE SALE OF GENERAL OBLIGATION BONDS IN THE
AMOUNT OF NOT TO EXCEED ($5,250,000)
Motion to approve was made by Council Member Moore, with a second by Council Member Williams.
Upon a roll call vote all Council Members and the Mayor voted aye. Motion passed unanimously.

CAPITAL EXPENDITURES.
Motion to approve was made by Council Member Moore, with a second by Council Member Williams.
Upon a roll call vote all Council Members and the Mayor voted aye. Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR COUNCIL OF THE CITY OF LAWRENCEBURG
TO APPLY FOR A GRANT UNDER THE SELECT TENNESSEE SITE DEVELOPMENT GRANT
PROGRAM
Motion to approve was made by Council Member Williams, with a second by Council Member Sevier.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO APPROVE THE PURCHASE OF THREE 2020 PETERBILT
348 ALLISON 300 AUTOMATIC SANITATION TRUCKS FROM MUNICIPAL EQUIPMENT
FOR THE LAWRENCEBURG SANITATION DEPARTMENT.
Motion to approve was made by Council Member Fox, with a second by Council Member Moore.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG FIRE
DEPARTMENT TO ACCEPT THE RECRUITMENT AND RETENTION (SAFER) GRANT
NUMBER (EMW-2017-FF-00261) THROUGH THE DEPARTMENT OF HOMELAND SECURITY
FOR FIFTEEN VOLUNTEERS IN THE AMOUNT OF FIVE HUNDRED TWENTY ONE
THOUSAND DOLLARS ($521,000.00) FOR A PERIOD OF FOUR YEARS AT NO COST TO CITY
Motion to approve was made by Council Member Moore, with a second by Council Member Fox.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG FIRE
DEPARTMENT TO ACCEPT AN ASSISTANCE TO FIREFIGHTERS GRANT (AFG) GRANT
NUMBER EMW-2017-FO-01204 TO PURCHASE FIREFIGHTING EQUIPMENT
Motion to approve was made by Council Member Sevier, with a second by Council Member Williams.
Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO DECLARE CERTAIN PROPERTY IN THE
LAWRENCEBURG FIRE DEPARTMENT AS SURPLUS TO SELL 2005 FORD CROWN
VICTORIA AND USE FUNDS TO PURCHASE EMERGENCY EQUIPMENT FOR THE
REPLACEMENT VEHICLE
Motion to approve was made by Council Member Moore, with a second by council Member Fox.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG TO ACCEPT PROPOSALS FOR THE REPAIR AND RESTORATION OF THE
DAVID CROCKETT STATUE LOCATED ON THE PUBLIC SQUARE
Motion to approve was made by Council Member Fox, with a second by Council Member Sevier.
Motion passed unanimously.
DPW Director, Jerry Smith, informed the Council that Tina Sowell has been recognized by the TML
Pool for a Safety Award.

Citizen, Tom Cozart addressed the Council about the new building that will be going on near the new
college and the people on the west side of Lawrenceburg have been forgotten with that area being
trashed, dumping on streets and tire issues in most neighborhoods.
Council assured Mr. Cozart they have not been forgotten and codes has increased and will continue to
increase the clean-up of Lawrenceburg.
With no further business to come before the board motion to adjourn was made by Council Member
Moore, with a second by Council Member Sevier. Meeting adjourned.
