COUNCIL MEETING MINUTES
CITY OF LAWRENCEBURG
November 8, 2018
The Board of Mayor and Council met in regular session. The following members were present:
Council Member Fox, Council Member Williams, Council Member Sevier, Mayor Durham, and
Council Member Moore.
With a quorum present the meeting was called to order. The meeting opened with Prayer and the
Pledge of Allegiance.
Motion to approve the minutes of the October 25, 2018 Council Meeting was made by Council
Member Williams, with a second by Council Member Sevier. Motion passed unanimously.
James Dailey addressed the Council on the West Gaines Community Center. The City is ready to pass
the deed to the property to the Committee as soon as they receive their 5013-C and Charter. Chuck
Doerflinger has filed the papers and they anticipate having them in the next week. Attorney Betz will
work with Mr. Doerflinger on the matter.
City Offices will be closed on November 22 and 23 in observance of Thanksgiving. As the next
meeting falls on Thanksgiving Day a motion was made by Council Member Williams to change the
meeting date to November 21, with a second by Council Member Fox. Motion passed.
April Judkins of Main Street Lawrenceburg gave a report on happenings on the square and the
upcoming holiday celebrations.
Vic Pusser, Manager of LUS gave a report on how things have been progressing since they have moved
onto the square. To his surprise more people are coming here to pay that did at the old location. With
very little complaints, the move seems successful in bring over 14,000 people to the square per month
and anticipate even more in the future.
Mayor was pleased with the merger and the increase of traffic in the square area.
Attorney Betz asked the Council to appoint Ryan Egly to the Industrial Development Board as they
have a meeting next week and Tommy Hayes has resigned; they will not have a quorum.
A RESOLUTION FOR THE CITY OF LAWRENCEBURG, TENNESSEE TO APPOINT RYAN
EGLY TO THE CITY OF LAWRENCEBURG INDUSTRIAL DEVELOPMENT BOARD TO
REPLACE TOMMY HAYES
Mayor Durham asked the Council for a motion to appoint Ryan Egly to the Industrial Development
Board, Council Member Williams made the motion and Council Member Sevier seconded the motion.
Motion passed unanimously.
ORDINANCE NUMBER 1245
AN ORDINANCE TO AMEND ORDINANCE NO.1090 ENTITLED THE “PERSONNEL RULES
AND REGULATIONS” OF THE CITY OF LAWRENCEBURG MUNICIPAL CODE, AND TO
AMEND SECTION IV COMPENSATION, L – EXEMPT AND EMPLOYEES ELIGIBLE TO EARN
OVERTIME PAY DURING CERTAIN DISASTERS
Motion to approve on second and final reading was made by Council Member Fox, with a second by
Council Member Williams. Motion passed unanimously.
ORDINANCE NO. 1246
AN ORDINANCE TO AMEND ORDINANCE NO.1241 ENTITLED BUDGET APPROPRIATIONS
OF REVENUE AND EXPENDITURES FOR THE 2018-2019 FISCAL YEAR FOR THE CITY OF
LAWRENCEBURG, TENNESSEE FIRE DEPARTMENT.
Motion to pass on second and final reading was made by Council Member Moore, with a second by
Council Member Williams. Motion passed unanimously.
ORDINANCE NUMBER 1247
AN ORDINANCE TO AMEND ORDINANCE 1090 ENTITLED, “PERSONNEL RULES AND
REGULATIONS” FOR THE CITY OF LAWRENCEBURG, TENNESSEE; SECTION V. –
BENEFITS
Motion to approve on first reading was made Council Member Sevier, with a second by Council
Member Fox. Motion passed unanimously.
ORDINANCE NO. 1248
AN ORDINANCE OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG TO RATIFY AND CONFIRM THE EXISTING DEFENSIVE DRIVER
IMPROVEMENT COURSES AS WELL AS INCORPORATE TENNESSEE CODE TITLE 55-10-
301 INTO THE LAWRENCEBURG MUNICIPAL CODE
Motion to approve on first reading was made by Council Member Moore, with a second by Council
Member Williams. Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF COUNCIL OF THE CITY OF LAWRENCEBURG TO
ENTER INTO A CONTRACT WITH AETNA BEHAVIORAL HEALTH, LLC TO OFFER AN
EMPLOYEE ASSISTANCE PROGRAM (EAP) TO COMPLY WITH THE STATE OF TENNESSEE
TCA TITLE 8, CHAPTER 50, PART 1, AS AMENDED; KNOWN AS TENNESSEE PUBLIC
SAFETY BEHAVIORAL HEALTH ACT
Motion to approve was made by Council Member Williams, with a second by Council Member Moore.
Motion passed unanimously.
A RESOLUTION FOR BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO APPOINT EDDY CASTEEL TO THE HOUSING
AUTHORITY BOARD
A motion to approve was made by Council Member Williams, with a second by Council Member Fox.
Motion passed unanimously.
A RESOLUTION AUTHORIZING THE CITY OF LAWRENCEBURG TO ENTER INTO A
CONTRACT GRANT AGREEMENT WITH THE STATE OF TENNESSEE, DEPARTMENT OF
MILITARY TENNESSEE EMERGENCY MANAGEMENT AGENCY TRACKING NUMBER
34101-05718 BEGIN DATE 10/01/2017 END DATE 09/30/2019
Motion to approve was made by Council Member Williams, with a second by Council Member Fox.
Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO ALLOW CITY ADMINISTRATOR TO ENTER INTO
NEGOTIATIONS WITH THAT TERRA MARE CONSERVATION, LLC TO RESTORE, REPAIR
AND PROTECT THE DAVID CROCKETT STATUE
Motion to approve was made by Council Member Moore, with a second by Council Member Sevier.
Motion passed unanimously.

Motion to approve was made by Council Member Moore, with a second by Council Member Sevier.
Motion passed unanimously.
RESOLUTION TO APPROVE PILOT (PAYMENT-IN-LIEU-OF-TAX) AGREEMENTS AND
LEASE AGREEMENTS BETWEEN THE INDUSTRIAL DEVELOPMENT BOARD OF THE CITY
OF LAWRENCEBURG AND H&M BAY, INC. and VOLUNTEER INDUSTRIAL, LLC.
Motion to approve was made by Council Member Moore, with a second by Council Member Williams.
Motion passed unanimously.
With no further business to come before the board motion to adjourn was made by Council Member
Moore, with a second by Council Member Fox. Meeting adjourned.
