COUNCIL MEETING MINUTES
CITY OF LAWRENCEBURG
December 13, 2018
The Board of Mayor and Council met in regular session. The following members were present:
Council Member Fox, Council Member Williams, Mayor William Durham, Council Member Moore
and Council Member Sevier.
With a quorum present the meeting was called to order. The meeting opened with Prayer and the
Pledge of Allegiance.
Motion to approve the minutes of the November 21, 2018 Council Meeting was made by Council
Member Williams, with a second by Council Member Sevier. Motion passed unanimously.
Sandy Calvert, Director of Senior Citizens presented the new service called “My Ride”. This program
pairs drivers and passengers on a volunteer basis to help seniors get to activities the need or want to
attend. Call 244-RIDE to volunteer or reserve a driver.
LUS Financials for October, 2018 have been accepted and reviewed.
ORDINANCE NO. 1249
AN ORDINANCE TO AMEND ORDINANCE NO.1241 ENTITLED BUDGET APPROPRIATIONS
OF REVENUE AND EXPENDITURES FOR THE 2018-2019 FISCAL YEAR FOR THE CITY OF
LAWRENCEBURG, TENNESSEE PARKS DEPARTMENT. First Reading
Motion to approve on First reading was made by Council Member Williams, with a second by Council
Member Moore.
PUBLIC HEARING CENTERSTONE OF AMERICA, INC. PROJECT
A Public Hearing was opened on RESOLUTION TO APPROVE ISSUANCE BY THE HEALTH AND
EDUCATIONAL FACILITIES BOARD OF THE METROPOLITAN GOVERNMENT OF
NASHVILLE AND DAVIDSON COUNTY, TENNESSEE OF UP TO $14,000,000 HEALTHCARE
FACILITIES REVENUE BONDS (CENTERSTONE OF AMERICA, INC. PROJECT) SERIES 2018
FOR PROJECTS LOCATED IN LAWRENCEBURG, TENNESSEE AND RELATED
TRANSACTIONS. With no one wishing to address the Council during the Public Hearing the hearing
was closed.
RESOLUTIONS
RESOLUTION TO APPROVE ISSUANCE BY THE HEALTH AND EDUCATIONAL FACILITIES
BOARD OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON
COUNTY, TENNESSEE OF UP TO $14,000,000 HEALTHCARE FACILITIES REVENUE BONDS
(CENTERSTONE OF AMERICA, INC. PROJECT) SERIES 2018 FOR PROJECTS LOCATED IN
LAWRENCEBURG, TENNESSEE AND RELATED TRANSACTIONS
Motion to approve was made by Council Member Moore, with a second by Council Member Sevier.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO CONVEY PROPERTY TO GOBBLE PROPERTIES
LOCATED ON LIBERTY AVENUE CONSISTING OF APPROXIMATELY 6.54 ACRES AND
KNOWN AS FLANIGAN FIELD
Motion to approve was made by Council Member Moore, with a second by Council Member Fox.
Motion passed with Mayor Durham abstaining from voting as he is partners with the Gobbles.
Motion passed.
RESOLUTION TO AUTHORIZE THE CITY OF LAWRENCEBURG IN CONJUNCTION WITH
LAWRENCE COUNTY GOVERNMENT TO ACCEPT THE REQUEST FOR PROPOSALS
SUBMITTED BY IDIADA FOR A DEVELOPMENTAL STUDY FOR THE TENNESSEE MOBILITY
PROVING GROUNDS; FUNDED BY THE STATE OF TENNESSEE THROUGH A GRANT
IN THE AMOUNT OF $240,000.00
Motion to approve was made by Council Member Fox, with a second by Council Member Sevier. Motion
passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO AUTHORIZE PAYMENT TO LAWRENCEBURG UTILITY
SYSTEMS IN THE AMOUNT OF $22,718.50 FOR ADA RENOVATIONS TO THE THIRD FLOOR
RESTROOMS IN THE MUNICIPAL COMPLEX
Motion to approve was made by Council Member Moore, with a second by Council Member Williams.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG TO ACCEPT THE BID FROM MUNICIPAL EMERGENCY SERVICES INC.
FROM CHARLOTTE, NORTH CAROLINA FOR TURN OUT GEAR
Motion to approve was made by Council Member Sevier, with a second by Council Member Moore.
Motion passed unanimously.
With no further business to come before the board motion to adjourn was made by Council Member
Moore, with a second by Council Member Williams. Meeting adjourned.
Before the meeting adjourned Joe Baxter presented out-going Mayor Durham a plaque with the orange
carpet from the renovations of the Municipal Building and thanked him for his support in all his
projects.
Ronald Fox and James Sevier all expressed their appreciation and pleasure of having served with Keith
Durham.
Council Member Moore added that Mayor Durham has given the city soul; solidifying the city as a
man led by the Lord he loves.
Vice Mayor Williams presented Mayor Durham with a retirement award from the City for over 15
years of service as Council Member and Mayor.
After many pictures and accolades Mayor Durham asked the Council to always remember that the
city’s greatest asset is the employees and the people of our community.
Motion to adjourn was made by Council Member Moore, with a second by Council Member Sevier.
Motion passed.
