COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG March 14, 2019 The Board of Mayor and Council met in regular session. The following members were present: Mayor Lay, Council Member Moore, Council Member Fox, and Council Member Williams. Council Member Sevier was absent With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the February 28, 2019 Council Meeting was made by Council Member Williams, with a second by Council Member Fox. Motion passed unanimously. Mayor Lay introduced Don Howell to the Council and the audience. He helped Mayor Lay when he first took office 20 years ago. He and the Mayor have stayed in touch for all those years and he was invited back to Lawrenceburg to observe where we are now. Attorney Chuck Doerflinger addressed the Council concerning the West Gaines School Property. At the conclusion that no one wants to accept uninsurable property, the committee will take the proposal back to the Lawrence County School Board and proceed from there. They did appreciate the effort the City had put into the project in bringing it to the forefront. Mayor Lay presented Ronnie Springer his retirement certificate for 31 years of service to the Public Works Department. Mayor Lay refers to Ronnie and Picasso as in his ability to paint signs and the streets so well. City Administrator, Chris Shaffer, reported on a proposed change to codes for the regulation of automotive repair and paint and body shops inside the city. The Fireworks display be on June 29 in conjunction with Freedom Fest as sponsored by the Chamber of Commerce. We expect the repairs to the Crockett Statue to begin within the next two weeks. A Public Hearing was opened on Rezone Ordinances 1252, 1253, 1254, and 1255 and with no one wishing to address the Council on any of them the Public Hearings closed and the business of approval began. ORDINANCE NO. 1252 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” (Shannon) Positive recommendation from Planning Commission. Second and final Reading Motion to approve on second and final reading was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1253 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” (Hill) Positive recommendation from Planning Commission Second and Final Reading Motion to approve on second and final reading was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1254 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” (Brazier) Positive recommendation from Planning Commission Second and Final Reading Motion to approve on second and final reading was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1255 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” (Bonner) Positive recommendation from Planning Commission Second and Final Reading Motion to approve on second and final reading was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. ORDINANCE NO. 1258 AN ORDINANCE TO AMEND ORDINANCE NO.1241 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2018-2019 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE POLICE DEPARTMENT. Second and Final Reading Motion to approve on second and final reading was made by Council Member Williams, with a second by Council Member Fox. Motion passed unanimously. ORDINANCE NO. 1259 AN ORDINANCE TO AMEND ORDINANCE NO.1241 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2018-2019 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE PLANNING AND DEVELOPMENT DEPARTMENT. Second and Final Reading Motion to approve on second and final reading was made by Council Member Williams, with a second by Council Member Moore. Motion passed unanimously. ORDINANCE NO. 1260 AN ORDINANCE TO AMEND ORDINANCE NO.1241 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2018-2019 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE PUBLIC WORKS DEPARTMENT. Second and Final Reading Motion to approve on second and final reading was made by Council Member Moore, with a second by Council Member Fox. Motion passed unanimously. ORDINANCE NO. 1262 AN ORDINANCE TO AMEND ORDINANCE NO.1241 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2018-2019 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE PARKS AND RECREATION DEPARTMENT –First Reading Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Fox. Motion passed unanimously. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ACCEPT THE BID OF JRR ROOFING, LLC, ANTIOCH, TENNESSEE REPAIR THE ROOF AT THE LAWRENCEBURG POLICE DEPARTMENT Motion to approve was made Council Member Fox, with a second by Council Member Moore. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO REORGANIZE THE LAWRENCEBURG HISTORICAL ZONING COMMISSION TO APPOINT MEMBERS AND TO ESTABLISH STAGGERED TERMS OF SAID MEMBERS Motion to approve was made by Council Member Moore, with a second by Council Member Fox. Motion passed unanimously. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO DECLARE CERTAIN PROPERTY IN THE LAWRENCEBURG PUBLIC WORKS DEPARTMENT AS SURPLUS TO SELL IN ACCORDANCE WITH THE CITY OF LAWRENCEBURG PURCHASING POLICY Page 2 of 3 Motion to approve was made by Council Member Fox, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO AMENDMENT 1 IN THE GRANT CONTRACT WITH STATE OF TENNESSEE DEPARTMENT OF ECONOMIC AND COMMUNITY DEVELOPMENT FOR A 100% GRANT FOR THE DEVELOPMENT OF A MOBILITY FEASIBILITY STUDY Motion to approve was made by Council Member Moore, with a second by Council Member Fox. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO AUTHORIZE THE LAWRENCEBURG POLICE DEPARTMENT TO REQUEST BIDS FOR TWO 2019 CHEVROLET SILVERADO 1500 4WD CREW CAB TRUCKS Motion to approve was made by Council Member Moore, with a second by Council Member Fox. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO APPOINT NAKIA MCFALL TO THE INDUSTRIAL DEVELOPMENT BOARD OF THE CITY OF LAWRENCEBURG TO COMPLETE THE UNEXPIRED TERM OR RYAN EGLY. Motion to approve was made by Council Member Fox, with a second by Council Member Williams. Motion passed unanimously. With no further business to come before the board motion to adjourn was made by Council Member Moore, with a second by Council Member Williams. Motion passed Meeting adjourned.
