COUNCIL MEETING MINUTES
CITY OF LAWRENCEBURG
January 9, 2020
The Board of Mayor and Council met in regular session. The following members were present:
Council Member Fox, Mayor Lay, and Council Member Moore.
With a quorum present the meeting was called to order. The meeting opened with Prayer and the
Pledge of Allegiance.
Motion to approve the minutes of the December 12, 2019 Council Meeting was made by Council
Member Fox, with a second by Council Member Moore. Motion passed unanimously.
City offices will be closed January 20 in observance of Martin Luther King Jr. Day.
Lunch with the Mayor is scheduled for January 23, 11:30 am at Pat’s Café.
The sidewalk bid was rejected and the rebid is to be opened January 29, at 2 PM.
LUS Financials for November, 2019 have been accepted.
Fire Chief, Jay Moore (just returning to work after open heart surgery) informed the Council of a
January, 11 Smoke Alarm Drive in conjunction with Red Cross, beginning at 10:00 am.
Parks Director, Pam Kemp updated the Council on the Spirit of Santa. We took in less money, more
gifts and served less children. She thanked the City and the Rotary Club for their partnership on the
gym remodel in Rotary Park.
Main Street Director, Baylee Fincher informed the Council that their board met last evening and
changes to the board have been made allowing for the City to appoint two members; the County one;
and the Chamber of Commerce one.
A Public Hearing on Ordinance 1280 was opened for comment. Karen Carpenter asked some questions
regarding ingress and egress as well as landscape buffer. Her concerns were not addressed as she asked
to see the plans. Attorney Betz informed her the plans are in the Planning and Development Office.
The Public Hearing closed.

AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING
ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Second Reading
Motion to approve on second and final reading was made by Council Member Moore, with a second by
Council Member Fox. Motion passed unanimously.
A Public Hearing on Ordinance 1281 was opened for comment. With no one wishing to address the
Ordinance; Public Hearing closed.

AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING
ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Second Reading
Motion to approve on second and final reading was made by Council Member Moore, with a second by
Council Member Moore. Motion passed unanimously.
ORDINANCE NUMBER 1282
AN ORDINANCE TO AMEND ORDINANCE 1090 ENTITLED, “PERSONNEL RULES AND
REGULATIONS” FOR THE CITY OF LAWRENCEBURG, TENNESSEE; SECTION III. – HIRING
AND RETENTION ITEM E. Second Reading
Motion to approve on second and final reading was made by Council Member Fox, with a second by
Council Member Moore. Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG POLICE
DEPARTMENT TO DONATE TWO SURPLUS VEHICLES TO THE GOVERNMENTAL
AGENCIES OF ETHRIDGE POLICE DEPARTMENT AND THE GANDY FIRE DEPARTMENT
Motion to approve was made by Council Member Fox, with a second by Council Member Moore.
Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO ENTER INTO AN AGREEMENT WITH PCS KNOX FOR
THE PURCHASE OF NETWORK STORAGE, SERVER HOST PLATFORM AND A SCALE
CARE TWO YEAR SERVICE AGREEMENT ON HARDWARE AND SOFTWARE
Motion to approve was made by Council Member Moore, with a second by Council Member Fox.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG TO AUTHORIZE THE APPLICATION OF A 50/50 MATCH GRANT WITH
THE TENNESSEE DEPARTMENT OF TRANSPORTATION THROUGH THE LOCAL
INTERSTATE CONNECTOR PROGRAM THAT WILL CREATE ACCESS TO THE COLLEGE
FROM U.S. HIGHWAY 43
Motion to approve was made by Council Member Fox, with a second by Council Member Moore.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO APPOINT KELSIE GLASS AND JASON GRAYSON TO
THE LAWRENCEBURG MAIN STREET BOARD
Motion to approve was made by Council Member Moore, with a second by Council Member Fox.
Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE, TO APPROVE THE PURCHASE OF A 2015 CHEVROLET
SILVERADO 1500 FROM LANNY HURST MOTORS FOR USE BY THE LAWRENCEBURG
PLANNING AND DEVELOPMENT DEPARTMENT.
Motion to approve was made by Council Member Moore, with a second by Council Member Fox.
Motion passed unanimously.
A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO DECLARE CERTAIN PROPERTY IN THE PARKS AND
RECREATION DEPARTMENT AS SURPLUS TO BE USED AS TRADE-IN AND APPROVE THE
PURCHASE OF A 2016 NISSAN FRONTIER FROM WILLIAMS AUTO SALES IN THE
AMOUNT OF FOURTEEN THOUSAND FIVE HUNDRED DOLLARS ($14,500.00)
Motion to approve was made by Council Member Fox, with a second by Council Member Moore.
Motion passed unanimously.
Attorney informed the Council that Tommy (Charles T.) Brown passed away this week. He was a
former employee and the Secretary Treasurer. His son is also a retired employee.
With no further business to come before the board motion to adjourn was made by Council Member
Moore, with a second by Council Member Fox. Motion passed.
