COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG October 22, 2020 The Board of Mayor and Council met in regular session. The meeting was also held by teleconference. The following members were present: Council Member Sevier, Council Member Williams, Council Member Fox and Mayor Lay. Council Member Moore was absent. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the September 24, 2020 Council Meeting was made by Council Member Williams, with a second by Council Member Sevier. Motion passed unanimously. City Administrator, Chris Shaffer informed the Council of promotions in the Fire Department. Ryan Mattox to Battalion Chief, and Shannon McCawley to Captain. Mayor Lay thanked Blake Grooms for working with the City to demolish the old deteriorating buildings on the corner of Highway 64 and North Military. Blake Grooms thanked the City for partnering with him on the project. Mayor Lay complimented all those involved in the demolition on the great job everyone did. LUS Financials were accepted for August, 2020. RESOLUTION(S) A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE FOR THE LAWRENCEBURG FIRE DEPARTMENT TO ENTER INTO AN INTER-LOCAL AGREEMENT WITH THE ETHRIDGE FIRE DEPARTMENT Motion to approve was made by Council Member Sevier, with a second by Council Member Williams. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL TO ALLOW THE LAWRENCEBURG FIRE DEPARTMENT TO APPLY TO THE ASSISTANCE TO FIREFIGHTERS GRANT FOR BIOHAZARD PERSONAL PROTECTIVE EQUIPMENT IN RESPONSE TO COVID-19 OR OTHER RELATED EMERGENCIES Motion to approve was made by Council Member Williams, with a second by Council Member Fox. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO APPOINT LANDON SANDERS TO COMPLETE THE TERM OF BEN LUNA ON THE LAWRENCEBURG LAWRENCE COUNTY AIRPORT BOARD Motion to approve was made by Council Member Williams, with a second by Council Member Sevier. Motion passed. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO PARTICIPATE IN THE PUBLIC ENTITY PARTNERS’ PROPERTY CONSERVATION MATCHING GRANT PROGRAM” Motion to approve was made by Council Member Sevier, with a second by Council Member Williams. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO REAPPOINT JASE DUKE, TAD METHVIN AND CLINT WRIGHT TO THE PARKS AND RECREATION ADVISORY BOARD. Motion to approve was made by Council Member Fox, with a second by Council Member Sevier. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO REAPPOINT CHARLES “BUTCH” NEWELL TO THE LAWRENCEBURG BEER BOARD Motion to approve was made by Council Member Sevier, with a second by Council Member Williams. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO AN INTERLOCAL AGREEMENT TO AUTHORIZE THE LAWRENCEBURG-LAWRENCE COUNTY AIRPORT TO ACCEPT FUNDS FROM LAWRENCE COUNTY GOVERNMENT TO SATISFY GRANT REQUIREMENTS FOR REIMBURSEMENT FUNDING Motion to approve was made by Council Member Sevier, with a second by Council Member Williams. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG FIRE DEPARTMENT TO APPLY AND ACCEPT A 100% FIREHOUSE SUBS PUBLIC SAFETY FOUNDATION GRANT AN THE AMOUNT NOT TO EXCEED TWENTY FIVE THOUSAND DOLLARS FOR ROPE RESCUE EQUIPMENT Motion to approve was made by Council Member Sevier, with a second by Council Member Williams. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG FIRE DEPARTMENT TO APPLY AND ACCEPT A 100% STATE FARM GOOD NEIGHBOR CITIZENSHIP COMPANY GRANT IN AN THE AMOUNT NOT TO EXCEED FIFTEEN THOUSAND DOLLARS FOR A NEW SPARKY THE FIRE DOG ROBOT Motion to approve was made by Council Member Sevier, with a second by Council Member Williams. Motion passed. INITIAL RESOLUTION DETERMINING TO ISSUE NOT TO EXCEED THREE MILLION NINETY THOUSAND DOLLARS ($3,090,000) OF GENERAL OBLIGATION BONDS OF THE CITY OF LAWRENCEBURG, TENNESSEE Motion to approve was made by Council Member Sevier, with a second by Council Member Williams. Motion passed with a roll call vote and all present voted aye. RESOLUTION AUTHORIZING THE SALE AND PROVIDING THE DETAILS OF NOT-TO- EXCEED $3,090,000 GENERAL OBLIGATION BONDS, SERIES 2020B, OF THE CITY OF LAWRENCEBURG, TENNESSEE, AND PROVIDING FOR THE LEVY OF AD VALOREM TAXES IN CONNECTION THEREWITH Motion to approve was made by Council Member Sevier, with a second by Council Member Williams. Motion passed with a roll call vote and all present voted aye. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO ACCEPT THE BID AND ENTER INTO A CONTRACT WITH GRAY ENTERPRISES INC. FOR THE INSTALLATION OF A FENCE AT THE SOUTHERN TENNESSEE HIGHER EDUCATION PROJECT TO BE FUNDED THROUGH THE SOUTHERN HIGHER EDUCATION FOUNDATION Motion to approve was made by Council Member Sevier, with a second by Council Member Williams. Motion passed. Mayor Lay asked his words concerning Bobby Alford and other citizens be read into the minutes “We have had a lot going on in our community with this pandemic and we want to thank all our citizens for their hard work and the things they do to protect themselves and others. We lost a great local historian with the passing of Bobby Alford. He wrote many books on Lawrenceburg and Lawrence County. He probably knew more about this area than anyone. He served on our Historical Board and worked closely with Curtis Peters on the museum we have here. It is unfortunate to lose any member of our community; and we regret the loss of our outstanding citizens’ during this year of pandemic. I ask we all remember them and their families in our prayers. They will truly be missed.” With no further business to come before the board motion to adjourn was made by Council Member Williams, with a second by Council Member Sevier. Motion passed.
