COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG November 12, 2020 The Board of Mayor and Council met in regular session. The meeting was also held by teleconference. The following members were present: Council Member Sevier, Council Member Williams, Council Member Fox, Mayor Lay and Council Member Moore. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the October 22, 2020 Council Meeting was made by Council Member Williams, with a second by Council Member Sevier. Motion passed unanimously. Allen McAnally received his retirement award for over 21 years in the Sanitation Department. City Administrator, Chris Shaffer offered the Council a change in Meeting dates due to the holidays. Chad Moore made a motion to cancel the Council Meeting on the Thanksgiving Holiday and to change the December meetings to the Third and the Seventeenth. Motion was seconded and all voted aye. Mr. Shaffer also gave the Council information on the Spirit of Santa this year. It will be at the Parks and Recreation Office on December 4th from 7:30 am until 9:00 am. Applications may be requested through the Department of Human Services. Glenda Dailey addressed the Council about the cul-de-sac on Devin Drive; vehicles are parking on the curb and this does not allow for the school bus or other safety vehicles to get in and out without backing out. The Council assigned Chris Shaffer, Chief Terry Beecham and the Codes Department to research the situation. Financials for LUS September, 2020 are accepted. ORDINANCE NO. 1298 AN ORDINANCE TO AMEND ORDINANCE 886, 941, 1034, 1038 AND 1160 TO AMEND TITLE 17, CHAPTER (1) OF THE LAWRENCEBURG MUNICIPAL CODE ENTITLED "REFUSE AND TRASH DISPOSAL” AS INDICATED BELOW INCLUDING – SERVICE FEES FOR COLLECTION AND REMOVAL OF REFUSE, TRASH, GARBAGE AND OTHER MATERIALS. - First Reading Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Fox. Motion passed unanimously. ORDINANCE NO. 1299 AN ORDINANCE TO AMEND ORDINANCE NO.1293 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2020-2021 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND. – First Reading Motion to approve on first reading was made by Council Member Williams, with a second by Council Member Fox. Motion passed unanimously. RESOLUTION(S) A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO DECLARE CERTAIN PROPERTY IN THE SANITATION DEPARTMENT AS SURPLUS TO DISPOSED OF IN ACCORDANCE WITH THE CITY OF LAWRENCEBURG PURCHASING POLICY Motion to approve was made by Council Member Sevier, with a second by Council Member Fox. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO AUTHORIZE THE CITY OF LAWRENCEBURG TO REQUEST BIDS FOR A METAL BUILDING, APPROXIMATELY 5,000 SQUARE FOOT FOR USE AS ANIMAL CONTROL FACILITY Motion to approve was made by Council Member Sevier, with a second by Council Member Fox. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO APPOINT BECCA STORY TO REPLACE KELSIE GLASS ON THE LAWRENCEBURG MAIN STREET BOARD Motion to approve was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO A CONTRACT TO SELL REAL PROPERTY LOCATED ON FIRST AVENUE TO STEVE HILL Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ALLOW THE LAWRENCEBURG FIRE DEPARTMENT TO APPLY FOR A 100% FEMA GRANT THROUGH THE MICHIGAN PUBLIC HEALTH INSTITUTE FOR A PILOT SOUND OFF SCHOOL PROGRAM FOR SELECT CLASSROOMS IN THE AMOUNT OF FOUR HUNDRED THIRTY ($430.00) Motion to approve was made by Council Member Fox, with a second by Council Member Moore. Motion passed unanimously. City Administrator asked the Council to consider allowing the Mayor to enter into negotiations for a contract with PATH for a light project. Motion to approve mayor signing upon contract approval by legal counsel was made by Council Member Moore, with a second by Council Member Fox. Resolution created. With no further business to come before the board motion to adjourn was made by Council Member Moore, with a second by Council Member Fox. Motion passed. Meeting adjourned.
