COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG June 24, 2021 The Board of Mayor and Council met in regular session. The following members were present: Council Member Sevier, Council Member Williams, Mayor Lay and Council Members Moore. Council Member Fox was absent. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the June 10, 2021 Council Meeting was made by Council Member Williams with a second by Council Member Sevier. Motion passed unanimously. Mayor’s Announcements and Business – Reappoint Randy Shook and Pam Harris to the Lawrenceburg Planning Commission with their terms to expire June 30, 2024 City Offices Closed on July 5 in celebration of Independence Day. Parks and Recreation Director, Pam Hyde, reported on her department and all the improvements to the pool and the increase in the participation in the sports teams and activities. ORDINANCE(S) ORDINANCE NO. 1313 AN ORDINANCE TO AMEND ORDINANCE NO 1090 ENTITLED THE “PERSONNEL RULES AND REGULATIONS” OF THE CITY OF LAWRENCEBURG, AND TO AMEND SECTION V, - BENEFITS; M. EMPLOYEE HEALTH/LIFE INSURANCE COVERAGE Second Reading Motion to approve on second reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed. ORDINANCE NO. 1314 AN ORDINANCE TO AMEND ORDINANCE NO.1293 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2020-2021 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE FIRE DEPARTMENT GENERAL FUND. Second Reading Motion to approve on second reading was made by Council Member Moore, with a second by Council Member Williams. Motion passed. ORDINANCE NO. 1315 AN ORDINANCE TO AMEND ORDINANCE NO.1293 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2020-2021 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE FIRE DEPARTMENT GENERAL FUND. Second Reading Motion to approve on second reading was made by Council Member Sevier, with a second by Council Member Williams, Motion passed. Second Reading Motion to approve on second reading was made by Council Member Williams, with a second by Council Member Sevier, Motion passed. ORDINANCE NO. 1317 AN ORDINANCE TO APPROVE THE 2021-2022 ANNUAL BUDGET FOR THE CITY OF LAWRENCEBURG – First Reading Motion to approve on first reading was made by Council Member Williams, with a second by Council Member Moore. RESOLUTIONS A RESOLUTION FOR BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO REAPPOINT CURTIS PETERS AS THE CITY OF LAWRENCEBURG’S REPRESENTATIVE ON THE SENIOR CITIZENS BOARD Term 6-30-2022 Motion to approve was made by Council Member Sevier, with a second by Council Member Williams. A RESOLUTION FOR THE CITY OF LAWRENCEBURG, TENNESSEE TO REAPPOINT TIM DICKEY AS THE CITY OF LAWRENCEBURG REPRESENTATIVE ON THE TENNESSEE SOUTHERN RAILROAD AUTHORITY BOARD Term March 1, 2023 Motion to approve was made by Council Member Williams, with a second by Council Member Moore. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO REAPPOINT JOHN HOOVER AND RANDY SHOOK TO THE BOARD OF ZONING APPEALS Term June 30, 2026 Motion to approve was made by Council Member Moore with a second by Council Member Williams. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO REAPPOINT GAYLA GLASS AND ORA GREEN TO THE BOARD OF ZONING APPEALS Term June 30, 2024 Motion to approve was made by Council Member Moore, with a second by Council Member Sevier. A RESOLUTION FOR THE CITY OF LAWRENCEBURG, TENNESSEE TO REAPPOINT BROCK BERRYHILL TO THE CITY OF LAWRENCEBURG INDUSTRIAL DEVELOPMENT BOARD Term December 31, 2022 Motion to approve was made by Council Member Williams, with a second by Council Member Moore. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO REAPPOINT STEVE FRISBIE AND JIM BUSH TO THE LAWRENCEBURG LAWRENCE COUNTY AIRPORT BOARD Term June 30, 2024 Motion to approve was made by Council Member Williams, with a second by Council Member Moore. A RESOLUTION FOR THE CITY OF LAWRENCEBURG TO ENTER INTO LEASE AGREEMENT WITH BUFFALO RIVER SERVICES FOR THE PROPERTY LOCATED AT W. O. SMITH STREET, LAWRENCEBURG, TENNESSEE Motion to approve was made by Council Member Sevier, with a second by Council Member Moore. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG ENCOURAGING THE INDUSTRIAL DEVELOPMENT BOARD OF THE CITY OF LAWRENCEBURG TO PASS A RESOLUTION APPROVING THE USE OF $50,000.00 OF TAX INCREMENT FINANCING FUNDS FROM THE COMMERCE PARK ECONOMIC DEVELOPMENT DISTRICT FOR DISTRIBUTION TO BOOKER ASSETS OF TENNESSEE, LLC FOR THE BENEFIT OF TENNESSEE COLLEGE OF APPLIED TECHNOLOGY PULASKI TO DEFRAY MOVING AND LEASEHOLD IMPROVEMENT EXPENSES TO LAWRENCEBURG Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Mayor Lay abstained from voting due to his relationship to Booker Assets. Motion passed. A RESOLUTION FOR THE CITY OF LAWRENCEBURG TO ENTER INTO A LEASE WITH JASON GRAYSON dba SOCIETY AMERICAN NOSHERIE REGARDING THE SIDEWALK IN FRONT OF 2 PUBLIC SQUARE TO BE USED AS AN EXTENDED SERVICE AREA FOR A RESTAURANT Motion to approve was made by Council Member Sevier, with a second by Council Member Moore. With no further business to come before the board motion to adjourn was made by Council Member Moore, with a second by Council Member Williams. Motion passed. Meeting adjourned.
