COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG December 9, 2021 The Board of Mayor and Council met in regular session. Meeting was not held electronically. The following members were present: Council Member Sevier, Mayor Lay, Council Member Moore, Council Member Williams and Council Member Fox. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the November 10, 2021 Council Meeting was made by Council Member Williams with a second by Council Member Fox. Motion passed unanimously. Police Chief, Terry Beecham informed the Council of the accomplishment of some of his officers. Assistant Chief Darren Goolsby has reached Level 4 in the Leadership Certificate Program. Level 4 is the highest award in that program. Officer Josh McNeal received the Hazardous Moving Award and Officer Seth Wright got the Impaired Driving Award. Our newest officer B.J. Melton was introduced to the Council. The officers were complimented on their accomplishments. Jeff Clifton was presented a retirement award for 28 years of service to the City of Lawrenceburg through the Department of Public Works. He was thanked by Mayor Lay and Council Member Moore for his work and dedication to the ball fields. He remarked that he had his dream job for the last 10 years. LUS Financials for October 2021 were accepted. City Administrator, Chris Shaffer, asked the Council their opinion on holding a meeting the week of Christmas. Council Member Chad Moore made a motion to not have a meeting and to continue the first of the year as usual. Council Member Sevier made a second to that motion and all voted aye. Motion passed PUBLIC HEARING was held on ORDINANCE NUMBER 1325. With no one wishing to address the Council on the Ordinance, the Public Hearing closed. ORDINANCE(S) ORDINANCE NO. 1325 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Second Reading Motion to approve on second reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. ORDINANCE NO. 1328 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” First Reading Motion to approve on first reading was made by Council Member Sevier, with a second by Council Member Williams. Motion passed unanimously. Public Hearing will be held on January 13, 2022 during the Council Meeting. ORDINANCE NUMBER 1329 AN ORDINANCE TO VACATE AND ABANDON THAT PORTION OF FISHER ALLEY THAT RUNS THROUGH MAP 78, PARCEL 1.00, COMMONLY KNOWN AS THE VULCO RUBBER BUILDING, LOCATED AT 416 BUFFALO ROAD; RETENTION OF UTILITY EASEMENTS; REPEAL OF CONFLICTING ORDINANCES; EFFECTIVE DATE Page 1 of 3 First Reading Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. RESOLUTION(S) A RESOLUTION FOR BOARD OF MAYOR AND COUNCIL THE CITY OF LAWRENCEBURG, TENNESSEE TO REAPPOINT LETISHA GRAYSON TO THE HOUSING AUTHORITY BOARD - Term to expire 12-9-2026 Motion to approve was made by Council Member Sevier, with a second by Council Member Fox. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE, TO APPROVE THE PURCHASE OF AN ACCUFIT 9000 PRO FIT TESTER FROM REPSS, INC. IN THE AMOUNT OF$11,590.00 FOR USE BY THE LAWRENCEBURG FIRE DEPARTMENT Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ALLOW THE LAWRENCEBURG EMERGENCY MANAGEMENT AGENCY TO ENTER INTO AN AGREEMENT WITH THE STATE OF TENNESSEE DEPARTMENT OF HEALTH, SOUTH CENTRAL REGIONAL HEALTH DEPARTMENT, EMERGENCY PREPAREDNESS FOR AN ELECTRONIC MESSAGE BOARD Motion to approve on was made by Council Member Williams, with a second by Council Member Moore. Motion passed unanimously. A RESOLUTION TO APPROVE THE LEASE AGREEMENT BETWEEN LAWRENCE COUNTY AND THE TENNESSEE BOARD OF REGENTS ON BEHALF OF COLUMBIA STATE COMMUNITY COLLEGE Motion to approve was made by Council Member Williams, with a second by Council Member Sevier. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL TO ALLOW THE LAWRENCEBURG FIRE DEPARTMENT TO APPLY TO THE ASSISTANCE TO FIREFIGHTERS FOR A REGIONAL GRANT FOR RADIO EQUIPMENT FOR NEW PROSPECT, ETHRIDGE AND GANDY AND LAWRENCEBURG FIRE DEPARTMENTS Motion to approve was made by Council Member Fox, with a second by Council Member Moore. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL TO ALLOW THE LAWRENCEBURG FIRE DEPARTMENT TO APPLY TO THE ASSISTANCE TO FIREFIGHTERS GRANT FOR EQUIPMENT FOR THE LAWRENCEBURG FIRE DEPARTMENT Motion to approve was made by Council Member Williams, with a second by Council Member Sevier. Motion passed unanimously. A RESOLUTION CALLING FOR A PUBLIC HEARING ON THE PROPOSED ANNEXATION OF TERRITORY INTO THE CITY OF LAWRENCEBURG BY OWNER CONSENT AND APPROVING A PLAN OF SERVICES Motion to approve was made by Council Member Moore, with a second by Council Member Ronald. Motion passed unanimously. Page 1 of 3 City Attorney opened a PUBLIC HEARING on the annexation of the property where the college is located. With no one wishing to address the annexation the Public Hearing closed. A RESOLUTION TO ANNEX CERTAIN TERRITORY UPON WRITTEN CONSENT OF THE OWNERS AND TO INCORPORATE THE SAME WITHIN THE BOUNDARIES OF THE CITY OF LAWRENCEBURG, TENNESSEE Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION AUTHORIZING THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO AN AGREEMENT WITH JEFF CLIFTON TO SERVE AS PARK RANGER/CUSTODIAN OF VETERANS PARK FOR THE CITY OF LAWRENCEBURG, TENNESSEE Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. With no further business to come before the board motion to adjourn was made by Council Member Moore, with a second by Council Member Sevier. Motion passed.
