COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG January 27, 2022 The Board of Mayor and Council met in regular session. The following members were present: Council Member Sevier, Mayor Lay, Council Member Moore, Council Member Williams and Council Member Fox. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the minutes of the January 9, 2022 Council Meeting was made by Council Member Williams with a second by Council Member Fox. Motion passed unanimously. Police Chief, Terry Beecham, gave a report on the Police Department; We have 3 new hires, 6 out with Covid or exposure, we are 6 months ahead of schedule for accreditation with the State, and John Sanders and Shelton Barnett have been working on a push to talk making our cell phones radios. This is a valuable asset to the officers. The equipment and support you, the Council, have sponsored has created a great working environment for the Police Department. The pendulum has started to swing back, slowly, but we have a work force that especially with the returning officers. They wanted to come “home”. We also have an outstanding intergovernmental relationship with the county and the State sharing information. And our inclusion in THOR + a nationwide Google for cops help all law enforcement agencies do a better job, increasing productivity in solving crimes around the country. PUBLIC HEARING was on ORDINANCE NUMBER 1328, was postponed until the February 10 meeting. ORDINANCE(S) ORDINANCE NO. 1330 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” First Reading – Kenneth S. Hill Motion to approve on first reading was made by Council Member Moore, with a second by council Member Williams. Motion passed unanimously. RESOLUTION(S) A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE CITY OF LAWRENCEBURG TO APPLY AND ACCEPT A SAFER RECRUITMENT AND RETENTION GRANT TO PURCHASE ONE LED SIGN NOT TO EXCEED $40,000.00 DOLLARS TO BE USED AT A FIRE STATION Motion to approve was made by Council Member Fox, with a second by Council Member Sevier. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG FIRE DEPARTMENT TO APPLY FOR A STAFFING FOR ADEQUATE FIRE AND EMERGENCY RESPONSE (SAFER) GRANT THROUGH FEMA TO HIRE FOUR FULL TIME FRONTLINE FIREFIGHTERS FOR A PERIOD OF THREE YEARS AND ENTER INTO A CONTRACT FOR VICKERS CONSULTING SERVICES INC., TO APPLY FOR SAID GRANT Motion to approve was made by Council Member Sevier, with a second by Council Member Moore. Motion passed. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG ENCOURAGING THE INDUSTRIAL DEVELOPMENT BOARD OF THE CITY OF LAWRENCEBURG TO PASS A RESOLUTION APPROVING THE USE OF AN ADDITIONAL $45,000.00 OF TAX INCREMENT FINANCING FUNDS FROM THE COMMERCE PARK ECONOMIC DEVELOPMENT DISTRICT FOR DISTRIBUTION TO BOOKER ASSETS OF TENNESSEE, LLC FOR THE BENEFIT OF TENNESSEE COLLEGE OF APPLIED TECHNOLOGY PULASKI TO DEFRAY MOVING AND LEASEHOLD IMPROVEMENT EXPENSES TO LAWRENCEBURG Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO EXTEND FOR THREE MONTHS THE AGREEMENT FOR PROFESSIONAL SERVICES AGREEMENT WITH BRADLEY, ARANT, BOULT, CUMMINGS LLP FOR GOVERNMENTAL AFFAIRS LEGAL SERVICES Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed. A RESOLUTION AUTHORIZING THE CITY OF LAWRENCEBURG TO ENTER INTO A CONTRACT GRANT AGREEMENT WITH THE STATE OF TENNESSEE, DEPARTMENT OF MILITARY TENNESSEE EMERGENCY MANAGEMENT AGENCY TRACKING NUMBER 34101-10422 BEGIN DATE 10/01/2020 END DATE 09/30/2022 Motion to approve was made by Council Member Williams, with a second by Council Member Moore. Motion passed. With no further business to come before the board motion to adjourn was made by Council Member Moore, with a second by Council Member Fox. Motion passed. Meeting adjourned.
