COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG February 23, 2023 The Board of Mayor and Council met in regular session. The following members were present: Council Member Williams, Council Member Moore, and Council Member Sevier. Council Member Fox and Mayor Lay were absent. Vice Mayor, Robin Williams conducted the meeting. With a quorum present the meeting was called to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to amend the minutes of the February 9, 2023 Council Meeting to repeal Resolution Number 2023-9-2B was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. Motion to approve the February 9, 2023 minutes as amended was made by Council Member Moore, with a second by Council Member Sevier. Motion passed. City Administrator, Dick McKinley informed the Council the budget process has started. Chief Beecham gave a report on calls for the Police Department and introduced two new officers; Kim Barkley and Shane Brown. EMA Director, Shelton Barnett, gave an update on the tornadoes that came through Lawrence County last week and emphasized the importance of training, coordination and weather spotters. ORDINANCES ORDINANCE NO. 1357 AN ORDINANCE TO CREATE THE CITY OF LAWRENCEBURG DEMOLITION LANDFILL LOCATED ON GRINNELL DRIVE; COMPLETE WITH A WEIGH HOUSE AND A SCALE; WITH FEES ASSOCIATED WITH THE USE THEREOF. Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. ORDINANCE NO. 1358 AN ORDINANCE TO AMEND ORDINANCE NO 1090 ENTITLED THE “PERSONNEL RULES AND REGULATIONS” OF THE CITY OF LAWRENCEBURG, AND TO AMEND SECTION G. INCLEMENT WEATHER Motion to approve on first reading was made by Council Member Sevier, with a second by Council Member Moore. Motion passed unanimously. ORDINANCE NO. 1359 AN ORDINANCE TO AMEND ORDINANCE NO 1090 ENTITLED THE “PERSONNEL RULES AND REGULATIONS” OF THE CITY OF LAWRENCEBURG, AND TO AMEND SECTION XIII – TRAVEL POLICY Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. RESOLUTION(S) RESOLUTION TO APPROVE PILOT (PAYMENT-IN-LIEU-OF-TAX) AGREEMENT AND LEASE AGREEMENT BETWEEN THE INDUSTRIAL DEVELOPMENT BOARD OF THE CITY OF LAWRENCEBURG AND GOBBLE PROPERTIES Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. A RESOLUTION FOR THE CITY OF LAWRENCEBURG TO ENTER INTO A CONTRACT WITH THE STATE OF TENNESSEE DEPARTMENT OF TRANSPORTATION PIN NUMBER 133668.00; CONTRACT NUMBER 230020 TO CREATE A PEDESTRIAN CROSSINGS AT DAVID CROCKETT STATE PARK AND OLD WAYNESBORO HIGHWAY Motion to approve on first reading was made by Council Member Moore, with a second by Council Member Sevier. Motion passed unanimously. With no other business to come before the board, a motion was made by Council Member Moore, to adjourn, with a second by Council Member Sevier. Motion passed unanimously.
