COUNCIL MEETING MINUTES
CITY OF LAWRENCEBURG
October 12, 2023
The Board of Mayor and Council met in regular session.
The following members were present: Council Member Williams, Mayor Lay, Council Member
Moore and Council Member Sevier. Council Member Story was absent
With a quorum present Mayor called the meeting to order. The meeting opened with Prayer and
the Pledge of Allegiance.
Motion to approve the September 28, 2023 and minutes was made by Council Member Sevier,
with a second by Council Member Williams. Motion passed.
There were no request by the public to speak on any agenda item.
City Administrator, Dick McKinley, introduced April Shahan, the new city employee that will be
over The Doggie House; Lawrenceburg Animal Sanctuary. Formerly known as the
Lawrenceburg/Lawrence County Animal Shelter.
He also informed the Council that 49 members of the staff have taken the first course in the
Leadership training.
LUS Financials for August, 2023 have been accepted.
A Public Hearing was opened for Ordinance 1372, with no one wishing to address the Council,
the meeting closed.

Second and Final Reading
Motion to approve on second and final reading was made by Council Member Moore, with a
second by Council Member Williams. Motion passed unanimously.

AN ORDINANCE TO AMEND ORDINANCE NO.1366 ENTITLED BUDGET
APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2023-2024
FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL
FUND First Reading
Motion to approve on first reading was made by Council Member Moore, with a second by
Council Member Williams. Motion passed unanimously.

AN ORDINANCE TO AMEND ORDINANCE NO.1366 ENTITLED BUDGET
APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2023-2024
FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL
FUND First Reading
Motion to approve on first reading was made by Council Member Moore, with a second by
Council Member Sevier. Motion passed unanimously.
RESOLUTION(S)
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO ENTER INTO AN AGREEMENT WITH LAWRENCE
COUNTY FOR ANIMAL SHELTER SERVICES
Motion to approve was made by Council Member Sevier, with a second by Council Member
Williams. Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG TO TERMINATE LEASE THE AGREEMENT WITH THE JAMES D.
VAUGHN REAL ESTATE TRUST LAWRENCEBURG, TENNESSEE
Motion to approve on first reading was made by Council Member Moore, with a second by
Council Member Williams. Motion passed unanimously.
Police Chief Beecham informed the Council of a traffic concern on Anne Road. He will get with
Attorney Betz to discuss a solution and then present it to the Council for their consideration.
With no further business to come before the board a motion was made by Council Member
Moore to adjourn, second by Council Member Williams. Motion passed.
