COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG June 13, 2024 The Board of Mayor and Council met in regular session. The following members were present: Council Member Williams, Council Member Story, Council Member Moore, and Mayor Lay. Council Member Sevier was absent. With a quorum present Mayor Lay called the meeting to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the May 23, 2024 minutes was made by Council Member Story with a second by Council Member Moore. Motion passed. There was no one signed in to speak concerning the agenda. The City offices will be closed on Wednesday, June 19, in observance of Juneteenth, residential garbage will be picked up Thursday, June 20th. LUS FINANCIALS for April, 2024 were accepted. Fire Chief Moore introduced two new full time employees of the Fire Department, Kaleb Short and Zach Kirk; also one new Reserve Firefighter, Drew Dickey. All have completed the recruit school at Columbia fire Rescue and the two full time personnel are on shift and working. Under Department Managers report, Planning and Development Director, Chris Bryant updated the Council on activities in his department. They have been very busy with new and renewed development; clearing of abandoned and unkempt property PUBLIC HEARING ON ORDINANCE 1402 was opened and with no one wishing to address the Council concerning the ordinance, public hearing closed. PUBLIC HEARING ON ORDINANCE 1403 was opened and with no one wishing to address the Council concerning the ordinance, public hearing closed. PUBLIC HEARING ON ORDINANCE 1404 was opened and with no one wishing to address the Council concerning the ordinance, public hearing closed. ORDINANCES ORDINANCE NO. 1402 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” pursuant to the positive recommendation of the Planning Commission of the City of Lawrenceburg, Tennessee, the property belonging to Superior Restoration Plus located on the south side of Oakwood Drive from R-2 (Low-Density Residential District) to R-4 (High-Density Residential District). Second Reading Motion to approve Ordinance 1402 on second reading was made by Council Member Moore, with a second by Council Member Story. Motion passed unanimously. ORDINANCE NO. 1403 AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Pursuant to the positive recommendation of the Planning Commission of the City of Lawrenceburg, Tennessee, the property belonging to Kenneth S. Hill & Wife, Dawn Hill located on the north side of Park Street and on the east side of College Avenue from R-3 (Medium-Density Residential District) to R-4 (High-Density Residential District). - Second Reading Motion to approve Ordinance 1403 on second reading was made by Council Member Story, with a second by Council Member Moore. ORDINANCE NO. 1405 AN ORDINANCE TO AMEND ORDINANCE NO.1366 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2023-2024 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND Second Reading Motion to approve Ordinance 1405 on second reading was made by Council Member Moore, with a second by Council Member Story. Motion passed unanimously. ORDINANCE NO. 1406 AN ORDINANCE TO AMEND ORDINANCE NO.1366 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2023-2024 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND - First Reading Motion to approve Ordinance 1406 on first reading was made by Council Member Williams, with a second by Council Member Story. Motion passed unanimously. ORDINANCE NO. 1407 AN ORDINANCE TO AMEND ORDINANCE NO.1366 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2023-2024 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND - First Reading Motion to approve Ordinance 1407 on first reading was made by Council Member Moore, with a second by Council Member Story. Motion passed unanimously. RESOLUTIONS A RESOLUTION AUTHORIZING THE CITY OF LAWRENCEBURG TO ENTER INTO A CONTRACT GRANT AGREEMENT WITH THE STATE OF TENNESSEE, DEPARTMENT OF MILITARY TENNESSEE EMERGENCY MANAGEMENT AGENCY TRACKING NUMBER 34101-17924 BEGIN DATE 10/01/2022 END DATE 09/30/2024 Motion to approve was made by Council Member Williams, with a second by Council Member Story. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ALLOW THE LAWRENCEBURG POLICE DEPARTMENT TO APPLY FOR A GRANT WITH THE DEPARTMENT OF JUSTICE TO PURCHASE BULLET PROOF VEST FOR POLICE OFFICERS 50-50 Grant Motion to approve was made by Council Member Moore, with a second by Council Member Williams. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO APPROVE PURCHASE ORDER #2 FOR BRAD SLATER CONSTRUCTION’S PROPOSAL FOR THE FARMERS MARKET PAVILION Motion to approve was made by Council Member Moore, with a second by Council Member Story. Motion passed unanimously. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO APPOINT ROY STORY TO THE BOARD OF PUBLIC UTILITIES Motion to approve was made by Council Member Williams, with a second by Council Member Moore. Motion passed unanimously. A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO A DEVELOPMENT AGREEMENT WITH HUNTSVILLE LD, LLC Mayor Lay abstained from this vote as he is a realtor involved in the project. Motion to approve was made by Council Member Moore, with a second by Council Member Story. Motion passed. With no other business to come before the Board a motion was made by Council Member Moore to adjourn with a second by Council Member Story.
