COUNCIL MEETING MINUTES
CITY OF LAWRENCEBURG
May 23, 2024
The Board of Mayor and Council met in regular session.
The following members were present: Council Member Sevier, Council Member Story, Council
Member Moore, and Mayor Lay. Council Member Williams was absent.
With a quorum present Mayor Lay called the meeting to order. The meeting opened with Prayer
and the Pledge of Allegiance.
Special Guest Hudson Mattox, E.O. Coffman 8th grader led the Prayer and Bracyn Rose another
8th grader led the Pledge of Allegiance
Motion to approve the May 9, 2024 minutes was made by Council Member Story with a second
by Council Member Sevier. Motion passed.
There was no one signed in to speak concerning the agenda.
E. O. Coffman Baseball Champions were presented with certificates from the Board of Mayor
and Council. This team went undefeated to win the State Championship.
Mayor Lay informed the Council on a workout room/facility the City is partnering with LCHS to
create at the school.
City Administrator, Dick McKinley expressed his happiness about this year’s budget coming
together.
PUBLIC HEARING ON ORDINANCE 1401 was opened and with no one wishing to address
the Council concerning the ordinance, public hearing closed.

ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Property belonging to
Gaylon G. Faulkner – Second Reading
Motion to approve Ordinance 1401 on second reading was made by Council Member Story, with
a second by Council Member Moore. Motion passed unanimously.
ORDINANCE NO. 1402
AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING
ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” pursuant to the positive
recommendation of the Planning Commission of the City of Lawrenceburg, Tennessee, the
property belonging to Superior Restoration Plus located on the south side of Oakwood Drive
from R-2 (Low-Density Residential District) to R-4 (High-Density Residential District). First
Reading
Motion to approve Ordinance 1402 on first reading was made by Council Member Sevier, with a
second by Council Member Moore. Motion passed unanimously.

AN ORDINANCE TO AMEND ORDINANCE NUMBER 789 ENTITLED THE “ZONING
ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE” Pursuant to the positive
recommendation of the Planning Commission of the City of Lawrenceburg, Tennessee, the
property belonging to Kenneth S. Hill & Wife, Dawn Hill located on the north side of Park Street
and on the east side of College Avenue from R-3 (Medium-Density Residential District) to R-4
(High-Density Residential District). -First Reading
Motion to approve Ordinance 1403 on first reading was made by Council Member Story, with a
second by Council Member Moore. Motion passed unanimously.

AN ORDINANCE OF THE CITY OF LAWRENCEBURG, TENNESSEE ADOPTING
THE ANNUAL BUDGET AND TAX RATE FOR THE FISCAL YEAR BEGINNING
JULY 1, 2024 AND ENDING JUNE 30, 2025 – First Reading
Motion to approve Ordinance 1404 on first reading was made by Council Member Story, with a
second by Council Member Moore. Motion passed unanimously.
ORDINANCE NO. 1405
AN ORDINANCE TO AMEND ORDINANCE NO.1366 ENTITLED BUDGET
APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2023-2024 FISCAL
YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND First
Reading
Motion to approve Ordinance 1405 on first reading was made by Council Member Sevier, with a
second by Council Member Story. Motion passed unanimously.
RESOLUTION(S)
A RESOLUTION TO APPROVE THE LEASE AGREEMENT BETWEEN LAWRENCE
COUNTY AND THE TENNESSEE BOARD OF REGENTS ON BEHALF OF COLUMBIA
STATE COMMUNITY COLLEGE
Motion to approve was made by Council Member Story, with a second by Council Member
Sevier. Motion passed unanimously.
A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF
LAWRENCEBURG, TENNESSEE TO APPROVE PURCHASE ORDER #1 FOR BRAD
SLATER CONSTRUCTION’S PROPOSAL FOR THE FARMERS MARKET PAVILION
Motion to approve was made by Council Member Story, with a second by Council Member
Moore. Motion passed unanimously.
A RESOLUTION FOR THE CITY OF LAWRENCEBURG TO ENTER INTO AN AMENDED
LEASE AGREEMENT WITH THE LAWRENCE COUNTY BOARD OF EDUCATION TO
ADD ADDITIONAL SPACE TO BOBBY BREWER PARK.
Motion to approve was made by Council Member Story, with a second by Council Member
Sevier. Motion passed unanimously.
With no other business to come before the Board a motion was made by Council Member Story
to adjourn with a second by Council Member Moore. Motion passed.
