COUNCIL MEETING MINUTES CITY OF LAWRENCEBURG July 25, 2024 The Board of Mayor and Council met in regular session. The following members were present: Council Member Williams, Council Member Moore, Mayor Lay, Council Member Sevier, and Council Member Story. With a quorum present Mayor Lay called the meeting to order. The meeting opened with Prayer and the Pledge of Allegiance. Motion to approve the July 11, 2024 minutes was made by Council Member Williams with a second by Council Member Moore. Motion passed. There was no one signed in to speak concerning the agenda. City Administrator, Dick McKinley, announced there would not be a meeting on August 8, 2024 as we would not have a quorum. A large group of Cal Ripken ball players and family members were at the Council Meeting at the invitation of Council Member Chad Moore. The 6, 9, and 10 year old State Champions were present to be recognized for their outstanding wins. The team member’s names were spoken aloud with some being absent and were presented certificates. Tracy Clark was given a Retirement Certificate for over 26 years of service to the original Street and Sanitation Department, Fire Department as well as the Department of Public Works. Fire Chief, Jay Moore, made a presentation to the Council on the storage building at Fire Station 4, with their approval. He shared slides from the beginning to the near finish of all work to be performed. He and his men are very grateful and happy to add this storage building for their equipment. He expressed his appreciation to the Council. In the absence of City Attorney Betz, City Administrator, Dick McKinley presented the business to the Council. ORDINANCES ORDINANCE NO. 1408 AN ORDINANCE TO AMEND ORDINANCE NO.1404 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2024-2025 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND –Second Reading Motion to approve on second reading was made by Council Member Williams, with a second by Council Member Story. Motion passed unanimously. ORDINANCE NO. 1409 AN ORDINANCE TO AMEND ORDINANCE NO.1404 ENTITLED BUDGET APPROPRIATIONS OF REVENUE AND EXPENDITURES FOR THE 2024-2025 FISCAL YEAR FOR THE CITY OF LAWRENCEBURG, TENNESSEE GENERAL FUND First Reading Motion to approve on first reading was made by Council Member Story, with a second by Council Member Sevier. Motion passed unanimously. ORDINANCE NUMBER 1410 AN ORDINANCE OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG TO AMEND ORDINANCE 955, 991, 1063, 1141, 1204 AND 1310 TO AMEND CERTAIN TITLES OF THE LAWRENCEBURG MUNICIPAL CODE, TO WIT; TITLE 12, CHAPTER 9 CODE 2018 EDITION, TO AMEND TITLE 12, CHAPTERS 1-2-3-5-7 TO THE 2021 EDITION AND TITLE 13, CHAPTER 3 TO THE 2021 EDITION OR REPEAL ORDINANCES OR PARTIAL ORDINANCES IN CONFLICT HEREWITH – First Reading Page 1 of 2 Motion to approve on first reading was made by Council Member Sevier, with a second by Council Member Moore. Motion passed unanimously. RESOLUTION(S) A RESOLUTION OF THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO PARTICIPATE IN THE “SAFETY PARTNERS” MATCHING GRANT PROGRAM FOR 2024-2025 Motion to approve was made by Council Member Moore, with a second by council Member Williams. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ACCEPT THE PROPOSAL OF AXON ENTERPRISE, INC AND ENTER INTO A CONTRACT FOR THE PURCHASE OF 34 BODY CAMERAS FOR THE LAWRENCEBURG POLICE DEPARTMENT Motion to approve was made by Council Member Story with a second by Council Member Sevier. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG SANITATION DEPARTMENT TO PURCHASE A 2016 WESTERN STAR ROLL-OFF TRUCK FROM WILLIAMSON COUNTY, TENNESSEE SOLID WASTE Motion to approve was made by Council Member Moore, with a second by council Member Story. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO AUTHORIZE THE LAWRENCEBURG POLICE DEPARTMENT TO PURCHASE COURT SOFTWARE FROM SOUTHERN AUTOMATED SYSTEMS, INC IN THE AMOUNT OF $35,998.00 Motion to approve was made by Council Member Sevier with a second by council Member Williams. Motion passed unanimously. A RESOLUTION FOR THE BOARD OF MAYOR AND COUNCIL OF THE CITY OF LAWRENCEBURG, TENNESSEE TO ENTER INTO AN AGREEMENT WITH FRIENDS OF SHOAL CREEK CABIN Motion to approve was made by Council Member Moore, with a second by council Member Story. Motion passed unanimously. Parks and Recreation Director, Pam Hyde, informed the Council that the Vaughan Festival has had record breaking ticket sales this year. With no other business to come before the Board a motion was made by Council Member Moore to adjourn with a second by Council Member Sevier.
