NOTICE OF PUBLIC HEARING ON PROPOSED ISSUANCE OF
LAWRENCEVILLE BUILDING AUTHORITY REVENUE BONDS
(LAWRENCEVILLE PERFORMING ARTS COMPLEX PROJECT),
SERIES 2019A AND FEDERALLY TAXABLE SERIES 2019B
TO WHOM IT MAY CONCERN:
YOU ARE HEREBY NOTIFIED that on the 27th day of June 2019, at 1:00 p.m., in the City
Council Chambers at Lawrenceville City Hall, 4th Floor, 70 South Clayton Street, Lawrenceville,
Gwinnett County, Georgia 30046, the Lawrenceville Building Authority, a public corporation duly
created and existing under the laws of the State of Georgia (the “Issuer”), through its appointed
hearing officer, will conduct a public hearing on the proposed issuance of revenue bonds to be
designated “Lawrenceville Building Authority Revenue Bonds (Lawrenceville Performing Arts
Complex Project), Series 2019A” and “Lawrenceville Building Authority Revenue Bonds (Lawrenceville
Performing Arts Complex Project), Federally Taxable Series 2019B” (collectively the “Bonds”), and on
the location and nature of the proposed facility to be financed. The Bonds are to be issued in a
maximum aggregate face amount of $28,000,000 to finance the costs of acquiring, constructing, and
installing an approximately 59,500 gross square foot performing arts complex, including an
approximately 500-seat main stage theater with fly loft, a cabaret theater, office suites, educational
and rehearsal space, and renovations to existing facilities (the “Project”), and to finance related costs.
The Project will be located on an approximately 1.2-acre site at the intersection of North Clayton and
East Pike Streets, in the City of Lawrenceville, Gwinnett County, Georgia. The Issuer will sell the
Project to the City of Lawrenceville, a Georgia municipal corporation (the “Purchaser”), and the
Purchaser will lease all or a portion of the Project to Aurora Theatre, Inc., a Georgia nonprofit
corporation (the “Aurora”) for the use of the Aurora. The Public Hearing is being held for the purpose
of providing a reasonable opportunity for interested individuals to express their views, both orally and
in writing, on the proposed issue of the Bonds and the location and nature of the Project.
THE BONDS SHALL NOT CONSTITUTE AN INDEBTEDNESS OR GENERAL OBLIGATION OF THE
STATE OF GEORGIA OR OF ANY COUNTY, MUNICIPAL CORPORATION, OR POLITICAL
SUBDIVISION THEREOF, INCLUDING THE PURCHASER, BUT SHALL CONSTITUTE A SPECIAL AND
LIMITED OBLIGATION OF THE ISSUER PAYABLE SOLELY FROM THE REVENUE PLEDGED TO THE
PAYMENT THEREOF, INCLUDING PAYMENTS MADE BY THE PURCHASER PURSUANT TO AN
AGREEMENT OF SALE BETWEEN THE ISSUER AND THE PURCHASER.
