CITY COUNCIL REGULAR MEETING MINUTES Monday, September 26, 2022 Council Assembly Room 7:00 PM 70 S. Pledge of Allegiance Mayor David Still led the group in the Pledge of Allegiance. Agenda Additions / Deletions Mayor Still noted that staff has requested for item #11 SUP2022-00072 to be administratively withdrawn and item #13 was tabled at the work session and will be placed on the October 12, 2022 work session. Gas Department  Mayor Still recognized the Gas Department for receiving the American Public Gas Association (APGA) Safety Contest winner for the 2021 Calendar year. They have received this award for 8 years in a row. 2. Police Department - Officer Cumbie and Officer Barnes Mayor Still recognized Officer Cumbie and Officer Barnes for attending and passing the Habersham County Sheriffs office motorcycle skills training and challenge event which is a pass or fail course. Officer Cumbie earned first place and Officer Barnes earned second place. September 14, 2022 Work Session and Executive Session Announcements Mayor Pro Tem Glenn Martin recognized the accomplishments of the motorcycle officers and all members of the police department. He urged everyone to YouTube what these motor officer have to do to earn their motor wings. Council Member Austin Thompson continued the recognition of the police department and the great work they did recently on Honeysuckle Circle to handle an incident. He also recognized the local small business members of the Lawrenceville community. Council Member Thompson noted that September 15th to October 15th is Hispanic Heritage Month. Council Member Marlene Taylor- Crawford recognized that Georgia Gwinnett College has achieved the federal designation of Hispanic Student Institution status. She also noted that the bilingual housing expo will take place at Central Gwinnett High School on October 15th. Mayor Still noted that he participated in the Bosnian Festival this past weekend. He also attended the Sam Cooke Story at the Lawrenceville Arts Center. Mayor Still then read upcoming events on the slides. Public Comment To participate in the Public Comment part of the Agenda, you must register with the City Clerk prior to the beginning of the meeting. Presentations will be limited to 2 minutes per person and Council will not respond to the comment. No one signed up for Public Comment. Consent Agenda These are items on which the Mayor and Council are in agreement to approve and are placed on the agenda to be approved in one vote. City Attorney Lee Thompson read the Consent Agenda into record. The applicant was not present at the meeting. The Mayor opened the public hearing and hearing and seeing no one the public hearing was closed. Still, Mayor Yes Glenn Martin, Mayor Pro Tem Yes Victoria Jones, Council Member Yes Marlene Taylor-Crawford, Council Member Yes Austin Thompson, Council Member Yes On motion to APPROVE the requested Special Use Permit by Mayor Pro Tem Martin, seconded by Council Member Jones, which carried 5-0, the following ordinance was ADOPTED: AN ORDINANCE TO APPROVE A SPECIAL USE PERMIT WHEREAS, the Planning Commission of the City of Lawrenceville has held a duly advertised public hearing and has filed a formal recommendation with the Mayor and Council of the City of Lawrenceville upon an Application for a Special Use Permit from David White for the proposed use of Multi-Story Indoor Climate Controlled Self-Storage Facility on a tract of land described by the attached legal description, which is incorporated herein and made a part hereof by reference; and WHEREAS, notice to the public regarding said Amendment to the Official ORDINANCE NO: ZON-ORD-2022-17 CASE NO: SUP2022-00073 Zoning Map has been duly published in THE GWINNETT DAILY POST, the Official News Organ of the City of Lawrenceville; and WHEREAS, a public hearing was held by the Mayor and Council of the City of Lawrenceville on September 26, 2022, and objections were not filed. To satisfy the following site development considerations: A. The development shall be constructed in conformity with the City of Lawrenceville Zoning Ordinance and Development Regulations. Final design shall be subject to the review and approval of the Mayor and City Council, City Manager, and Director of Planning and Development. B. Buildings shall be designed and constructed in conformity with Zoning Ordinance, Article 6 Architectural and Design Standards, and International Building Code (IBC). Final building elevations shall be subject to the review and approval of the Director of Planning and Development. C. Building Height and Stories shall be limited to a maximum height of thirty-five (35) feet and a maximum of three (3) stories. D. Landscape shall be designed and installed to meet the conditions of zoning, requirements of the Zoning Ordinance and Development Regulations. Final design shall be subject to the review and approval of the Director of Planning and Development. E. Provide a ten (10) foot landscape strip adjacent to the right-of-way of Scenic Highway. F. Provide a ten (10) foot landscape strip adjacent to all internal property lines. G. Provide a six (6) foot concrete sidewalk adjacent to all public right-of- ways. H. Lighting shall be contained in cut-off type luminaries and shall be directed in toward the property so as not to shine directly into adjacent properties or right-of-ways; I. Dumpsters shall be screened by solid masonry walls matching the building, with an opaque metal gate enclosure. Dumpster shall be located in the rear yard area only. J.
