CITY COUNCIL REGULAR MEETING MINUTES Monday, April 29, 2024 Council Chambers 7:00 PM 70 S. Clayton St, GA 30046 Call to Order PRESENT Mayor David Still Council Member Bruce Johnson Council Member Victoria Jones Council Member Austin Thompson Mayor Pro-Tem Marlene Taylor-Crawford Prayer Reverend JaParis Key was present to provide the invocation. Pledge of Allegiance Mayor Still led the group in the Pledge of Allegiance. Agenda Additions / Deletions Chuck Warbington, City Manager, requested that item #11, An Ordinance to Amend the Zoning Ordinance, ARTICLE 1 Districts, and item #12, An Ordinance to Amend the Zoning Ordinance, ARTICLE 10 Definitions, be tabled to June 05, 2024, Work Session Agenda. Chuck Warbington, City Manager, requested that item #16, Amendment to Chapter 2 of the Code of the City of Lawrenceville update provisions related to Administration, be tabled to May 22, 2024. Chuck Warbington, City Manager, asked that item #19 Amendment to Chapter 38 for increase in Connect Fee and establish an Administration Fee be added to the April 29, 2024, Regular Meeting Agenda and be tabled to May 22, 2024, Regular Meeting Agenda. Motion to accept the agenda as amended made by Council Member Thompson, Seconded by Mayor Pro-Tem Taylor-Crawford. Voting Yea: Mayor Still, Council Member Johnson, Council Member Jones, Council Member Thompson, Mayor Pro-Tem Taylor-Crawford Recognitions 1. Police K-9s Chief Mullins presented the City of Lawrenceville Police K-9 Unit Mayor Still recognized the City of Lawrenceville Police K-9 Unit. Approval of Prior Meeting Minutes Motion to approve minutes made by Council Member Thompson, Seconded by Council Member Johnson. Voting Yea: Mayor Still, Council Member Johnson, Council Member Jones, Council Member Thompson, Mayor Pro-Tem Taylor-Crawford 2. March 25, 2024, Regular Meeting, Executive Session, and Executive Session 3. April 17, 2024, Work Session, and Executive Session Proclamations 4. Safe Digging Month April is Safe Digging Month – Mayor Still recognized and presented a Proclamation on behalf of the City of Lawrenceville to Lisa McKnight, Director of Damage Prevention, Danny Boswell, Director of Corporate Compliance with Gunter Construction Company, and the Gwinnett Chapter of the Georgia Utilities Coordinating Council (GUCC). 5. Municipal Clerks Week Mayor Still recognized and presented a Proclamation on behalf of the City of Lawrenceville to City Clerk, Karen Pierce and Assistant City Clerk, Jacquelyn Bell. Announcements Mayor Still recognized each Council Member who individually made announcements about events and recognitions throughout the community. He then read from the slides for upcoming City Events. Public Comment To participate in the Public Comment part of the Agenda, you must register with the City Clerk prior to the beginning of the meeting. Presentations will be limited to 2 minutes per person and Council will not respond to the comment. Macy Moore requested to speak before Council, discussion on equality. Consent Agenda These are items on which the Mayor and Council are in agreement to approve and are placed on the agenda to be approved in one vote. Lee Thompson, City Attorney read the consent agenda items into record. Motion to accept Consent Agenda as read into record by Lee Thompson, City Attorney made by Council Member Thompson, Seconded by Council Member Jones. Lawrenceville Public Works Building Renovations Project Phase II 8. Hurricane Shoals @ Hwy 316 Gas Pipeline Department of Transportation Project 9. ReCast Yr 3 Contract Addendum Approval 10. Purchase of new Data Center Servers and Consolidation Services Public Hearing New Business Discussion will be limited to 7 minutes per side including rebuttal. Discussions on Zoning issues will be limited to 10 minutes per side including rebuttal. Questions and answers from Council Members will not infringe on the time limit. 11. Resolution for Open Records Officer Designation Update Karen Pierce, City Clerk, presented this item and answered questions from Council. Motion to approve Resolution for Open Records Officer Designation Update made by Council Member Jones, Seconded by Council Member Johnson. Voting Yea: Mayor Still, Council Member Johnson, Council Member Jones, Council Member Thompson, Mayor Pro-Tem Taylor-Crawford 15. Amendment to Chapter 1 of the Code of the City of Lawrenceville to update provisions related to General Provisions Michael Fischer, Assistant City Manager of Operations, presented this item and answered questions from Council. Motion to approve Amendment to Chapter 1 of the Code of the City of Lawrenceville to update provisions related to General Provisions made by Mayor Pro-Tem Taylor-Crawford, Seconded by Council Member Thompson. Amendment to Chapter 2 of the Code of the City of Lawrenceville to update provisions related to Administration This item will be tabled to the regular agenda May 22, 2024. 17. Amendment to Chapter 14 of the Code of the City of Lawrenceville to update provisions related to Court Michael Fischer, Assistant City Manager of Operations, presented this item and answered questions from Council. Motion to approve Amendment to Chapter 14 of the Code of the City of Lawrenceville to update provisions related to Court made by Council Member Jones, Seconded by Council Member Johnson. Motion to table, Amendment to Chapter 16 of the Code of the City of Lawrenceville to update provisions related to Elections, to regular meeting Agenda May 22, 2024, made by Council Member Jones, Seconded by Mayor Pro-Tem Taylor-Crawford. Resolution to Appoint the Voting Delegates to the Municipal Gas Authority of Georgia of Georgia’s Election Committee Huston Gillis, Public Works Director presented this item and answered questions from Council. Motion to approve the Resolution to Appoint the Voting Delegates to the Municipal Gas Authority of Georgia of Georgia's Election Committee, made by Mayor Pro-Tem Taylor- Crawford, Seconded by Council Member Thompson. North Perry Street Patio Improvements Project Reginald Anderson, City Engineer presented this item and answered questions from Council.
