GEORGIA E CITY COUNCIL WORK SESSION MINUTES Wednesday, July 13, 2022 Council Assembly Room 5:15 PM 70 S. Clayton St, GA 30046 Call to Order PRESENT Mayor David Still Mayor Pro Tern Glenn Martin Council Member Victoria Jones Council Member Austin Thompson Council Member Marlene Taylor-Crawford Prayer Mayor David Still led the group in prayer. Pledge of Allegiance Mayor Still led the group in the Pledge of Allegiance. Agenda Additions/ Deletions Motion to approve the agenda as presented made by Council Member Jones, Seconded by Council Member Thompson. Voting Yea: Mayor Still, Mayor Pro Tern Martin, Council Member Jones, Council Member Thompson, Council Member Taylor-Crawford Discussion of General City Business There is no public comment during this section of the agenda unless formally requested by the Mayor and the Council. 1. Presentation by the Lawrenceville Housing Authority Lawrenceville Housing Authority Executive Director Lejla Prljaca introduced the team that was in attendance with her today to assist in the presentation. Those present are Deputy Director Keira Drane, Chairwoman Lisa Johnson, Vice Chairman Rory Johnson, and Sunny Shaw. Ms. Prljaca opened the power point presentation and then turned it over to Ms. Sunny Shaw who continued the presentation. 2. RZC2022-00037 SUP2022-00068; David Waters; 1026 & 1004 Lawrenceville Highway Planning and Development Director Todd Hargrave presented this item. The public hearing will be held on July 25, 2022. The applicant and civil engineer for the project were present to answer questions. 3. RZC2022-00038; City of Lawrenceville; Portion of R7011015 (Right-of-Way Abandonment) Planning and Development Director Todd Hargrave presented this item. The public hearing will be held on July 25, 2022. 4. RZC2022-00039; City of Lawrenceville; Property located at the northwest intersection of Collins Hill Road and Hurricane Shoals Road Planning and Development Director Todd Hargrave presented this item. The public hearing will be held on July 25, 2022. 5. RZC2022-00040; City of Lawrenceville; Property located along the southerly right-of-way of State Route 316 along Ramp "X", also known as Eastbound Connector Road, with the northeasterly right-of-way of Lightning Access Road. Planning and Development Director Todd Hargrave presented this item. The public hearing will be held on July 25, 2022. Mr. Steve Lewis, the property owner of the adjacent property of Lightening Rental, was present to ask if he would still have access to his property. 6. On-Demand Installation of New Gas Services on an Annual Contract This item will be Consent item #1 on July 25, 2022. 7. On-Demand Installation of New Gas Mains on an Annual Contract This item will be Consent item #2 on July 25, 2022. 8. Residential Curbside Recycling Collection Services on an Annual Contract This item will be Consent item #3 on July 25, 2022. 9. Tritech Software Systems This item will be Consent item #4 on July 25, 2022. 10. 2040 Comprehensive Plan 5-year Update and Comprehensive Transportation Plan Planning and Development Director Todd Hargrave presented this item. This item will be Consent item #5 on July 25, 2022. 11. ReCAST Advisory Board Appointments Recast Program Director Marcus Thorne presented this item. This item will be Consent item #6 on July 25, 2022. 12. Approval of Resolution Creating Indemnification Policy Deputy City Manager Steve North presented this item. This item will be Consent item #7 on July 25, 2022. 13. Approval of changes to retirement plan This item will be Consent item #8 on July 25, 2022.
