CITY COUNCIL WORK SESSION MINUTES Wednesday, June 07, 2023 Council Assembly Room 5:00 PM 70 S. Clayton St, GA 30046 Call to Order PRESENT Mayor David Still Council Member Glenn Martin Council Member Victoria Jones Mayor Pro Tem Austin Thompson Council Member Marlene Taylor-Crawford Prayer Mayor David Still provided the invocation for the Work Session. Pledge of Allegiance Mayor David Still led the group in the Pledge of Allegiance. Agenda Additions / Deletions Motion to approve agenda as presented made by Council Member Jones, Seconded by Council Member Taylor-Crawford Voting Yea: Mayor Still, Council Member Martin, Council Member Jones, Mayor Pro Tem Thompson, Council Member Taylor-Crawford Proclamation Municipal Court Clerks Week Mayor Still read the Governor's Proclamation supporting Municipal Court Clerks Week. The Mayor stated that the City is very appreciative of the Court Clerk's work to make all run smoothly. In attendance were Court Employees, Judge Pham and Frank Hartley as Solicitor. Discussion of General City Business There is no public comment during this section of the agenda unless formally requested by the Mayor and the Council. 1. RZR2023-00019; Colonnade Enterprises, Inc.; 335 Oak Street and 255 West Pike Street Planning and Development Director Todd Hargrave presented this item and answered questions from Council. The public hearing will be held on June 21, 2023. 2. RZC2023-00047; Noel Benedict; 405 Scenic Highway Planning and Development Director Todd Hargrave presented this item and answered questions from Council. The public hearing will be held on June 21, 2023. 3. North Downtown Lawrenceville Study Update Transportation Planning Project Manager, Sayre Brennan and Planner, Rosie Mafe, Pond and Company presented this item, and answered questions from Council. There will be a public hearing held on June 21, 2023. Staff will have display boards of the community area with opportunities for the public to give suggestions to Planning and Development prior to, and in addition to, the public hearing on June 21st. 4. Viewpoint Co-Responder Agreement Renewal Police Chief, John Mullin, presented this item and answered questions from Council. This item will be consent item #1. 5. Purchase of 2500 KVA Transformers This item will be consent item #2. 6. Renewal of Microsoft Enterprise Agreement (2nd Year) This item will be consent item #3. 7. Approval of worker’s comp insurance excess coverage This item will be consent item #4. 8. Gwinnett County-Wide Safety Plan Amendment Consent Agreement Gas Director, Todd Hardigree presented this item and answered questions from Council. This item will be consent item #5. 9. Resolution to modify the boundaries of the Downtown Entertainment District City Manager, Chuck Warbington presented this item and answered questions from Council. This item will be consent item #6. 10. Discuss Alcohol Ordinance Deputy City Manager, Steve North presented this item and answered questions from Council. Executive Session - Personnel, Litigation, Real Estate Motion to enter executive session made by Mayor Pro Tem Thompson, Seconded by Council Member Martin.
