CITY COUNCIL WORK SESSION MINUTES Wednesday, August 16, 2023 Council Assembly Room 5:00 PM 70 S. Clayton St, GA 30046 Call to Order PRESENT Mayor David Still Council Member Glenn Martin Council Member Victoria Jones Mayor Pro Tem Austin Thompson Council Member Marlene Taylor-Crawford Prayer Mayor David Still led the group in prayer. Pledge of Allegiance Mayor David Still led the group in the Pledge of Allegiance. Agenda Additions / Deletions Motion to approve agenda as presented made by Mayor Pro Tem Thompson, Seconded by Council Member Martin. Voting Yea: Mayor Still, Council Member Martin, Council Member Jones, Mayor Pro Tem Thompson, Council Member Taylor-Crawford Discussion of General City Business There is no public comment during this section of the agenda unless formally requested by the Mayor and the Council. 1. RZC2023-00050 & SUP2023-00081; Pedro Josophat; 303 Scenic Highway Planning Director Todd Hargrave presented this item and answered questions from Council. The public hearing will be on the August 28th meeting. 2. North Downtown Lawrenceville Study Discussion Planning Director Todd Hargrave presented this item and answered questions from Council, as the Moratorium Expires August 28th, Public Hearings will be picked up for the North Downtown Lawrenceville Discussion in October for the conforming of the rezoning for the area. 3. Purchase of Diaphragm Gas Meters on an Annual Contract Public Works Director Jim Wright presented this item and answered questions from Council. This item will be Consent item #1. 4. Consideration of Bond Intent and Reimbursement Resolution Chief Financial Officer Keith Lee presented this item and answered questions from Council. This item will be on the August 28th meeting. 5. Intergovernmental Agreement between Gwinnett County and the City of Lawrenceville Regarding Lawrenceville Suwanee Road from Sugarloaf Parkway to SR 316 Public Works Director Jim Wright presented this item and answered questions from Council. This item will be Consent item #2. 6. Tritech Software Systems This item will be Consent item #3. Executive Session - Personnel, Litigation, Real Estate Motion to enter executive session made by Mayor Pro Tem Thompson, Seconded by Council Member Martin. Voting Yea: Mayor Still, Council Member Martin, Council Member Jones, Mayor Pro Tem Thompson, Council Member Taylor-Crawford Motion to adjourn executive session made by Council Member Taylor-Crawford, Seconded by Mayor Pro Tem Thompson.
