DOWNTOWN DEVELOPMENT AUTHORITY MINUTES Monday, March 13, 2023 Council Assembly Room 5:00 PM 70 S. Clayton St, GA 30046 Call to Order Chairman Merritt called the meeting to order at 5:00 pm after recognizing a quorum. Approval of Regular Meeting Minutes for February 13, 2023 Motion to approve the Regular Meeting Minutes for February 13, 2023, made by Board Member Perry Ward, Seconded by Board Member Fellows. Approval of Executive Session Minutes for February 13, 2023 Motion to approve the Executive Session Minutes for February 13, 2023 made by Board Member Perry Ward, Seconded by Board Member Fellows. Voting Yea: Board Member Jones, Board Member Johnson, Board Member Perry Ward, Board Member Fellows, Board Member Adams, Board Member Higginbotham, Board Member Merritt Downtown Development Business 3. March 2023 Treasurer’s Report Board Member Fellows, Treasurer reviewed the March 2023 Treasurer's Report with the Board Members. Motion to approve the March 2023 Treasurer's Report with the correction discussed, payment for check number 1029 was made to Precision Planning Inc. for 168 South Clayton Street in the amount of $306.00, made by Board Member Johnson, Seconded by Board Member Perry Ward. Voting Yea: Board Member Jones, Board Member Johnson, Board Member Perry Ward, Board Member Fellows, Board Member Adams, Board Member Higginbotham, Board Member Merritt 4. Precision Planning Inc. Invoice Payment is due for two Precision Planning invoices in reference to the Depot Street Sewer As-Built survey to determine the possibility of a grease trap and Right-of-Way Abandonment Survey at Eaton Street. Invoice number 68915 in the amount of $2943.70 is for Depot Street and invoice number 69148 in the amount of $335.23 is for Eaton Street. Motion to approve payments as discussed for both Precision Planning invoices, invoice number 68915 for $2943.70 and invoice number 69148 in the amount of $335.23, made by Board Member Merritt, Seconded by Board Member Johnson. Voting Yea: Board Member Jones, Board Member Johnson, Board Member Perry Ward, Board Member Fellows, Board Member Higginbotham, Board Member Merritt Voting Abstaining: Board Member Adams, because he consults on legal work for Precision Planning. Mainstreet Business Façade Grant update presented by Jasmine Billings, Community Development Manager. The two businesses have completed their façade improvements. Scrum-did-dly-ump-tious has completed their façade and is asking for the full amount of $2,500. CAS Architect completed the awning replacement that is currently covered by the Façade Grant. There are a few more businesses currently in the process of upgrading their façades and are due by June 30th, which is the Façade Grant deadline for completing projects or the Board can decide to extend the time. Chairman Merritt requested more information on whether Scrum-did-dly-ump-tious had completed the work, noting the scope of work included replacing the awning, but the awning had not been replaced. The Art Commission has made a recommendation for kinetic art, a moving art installation, at Gateway Park, across the street from City Hall. Currently a wooded structure is there but will be replaced with a work titled, The Sinclair, by Anthony Howell. Final Adjournment Motion to adjourn made by Board Member Merritt, Seconded by Board Member Fellows.
