RECAST ADVISORY BOARD MINUTES Wednesday, February 22, 2023 Third Floor GwMA Conference Room 6:00 PM 70 S. Clayton St, GA 30046 Call to Order The meeting was called to order at 6:07 and a quorum was recognized. Approval of Agenda Motion to approve the agenda was made by Jordan, Seconded by Drane. Voting Yea: Jordan, Brown, Floyd-Bryant, Drane, Sledge, Martin, Warnsley, Washington Voting Abstaining: Sanchez Hector Sanchez arrived at 7:10 PM Citizen Comments To participate in the Public Comment part of this agenda, you must register with the Advisory Board Secretary prior to the beginning of the meeting. Presentations will be limited to two (2) minutes per person and the Board will not respond to comment. Comment was offered by Dr. Alisha Haden-Anderson, introduced both herself and her Lawrenceville- based nonprofit, When Everyone Wins. When Everyone Wins is a program focused on homelessness prevention and poverty alleviation. Approval of Prior Meeting Minutes Approve Prior Meeting Minutes Motion to approve meeting minutes from January 25, 2023 meeting was made by Warnsley, Seconded by Brown. Voting Yea: Jordan, Brown, Floyd-Bryant, Drane, Sledge, Martin, Warnsley, Washington Voting Abstaining: Sanchez Hector Sanchez arrived at 7:10 PM General Discussion Board Member Check-In There was a board member check-in, sharing personal updates. Presentation by the Lawrenceville Police Chief Chief John Mullin joined the Advisory Board. He introduced himself and shared his vision for policing in Lawrenceville. He shared five primary objectives: ● Active and on-going community engagement ● Addressing crime trends through data analysis ● Employee retention and career development ● Building and sustaining a positive culture ● Strategic Plan with imput from every level Chair, Chanda Floyd-Bryant, encouraged the chief to establish mentoring opportunities with local youth, and in particular to utilize local fraternities and sororities to facilitate mentoring and relationship building. Impact46 Presentation and Update Josiah Vega (Community Engagement & Outreach Specialist) and Kim Parson (Program Coordinator) updated the board on the youth leadership development work of Impact46. In particular, they shared updates regarding: ● Summer of Impact – an internship program for students from Discovery and Central Gwinnett High Schools ● Love Lawrenceville Day – a “take-a-look” day for students to see Lawrenceville and learn more about the opportunities that exist here in the city; the upcoming Love Lawrenceville Day (3/2) will host students from Phoenix High School ● Phoenix Encouragement Summit – an opportunity to have Phoenix High School students engage with community leaders and resources in career readiness, mental health awareness, student/police relations, and student leadership opportunities ● WellFest – a first of its kind event envisioned, organized, and led by our local youth council, Lawrenceville Legacy Leaders; WellFest is on 3/10 at 6:30 pm and will be hosted at the Lawrenceville Lawn (210 Luckie Street). All of the above activities have been done in partnership with the City of Lawrenceville events team. The Phoenix Encouragement Summit and Love Lawrenceville Day occur with the additional support of Phoenix High School. The board asked if ReCAST will have a table at WellFest; ReCAST will, indeed, be tabling at the event. Two members shared their interest in joining the table to support ReCAST outreach. Chanda also asked the Program Manager to encourage all partners to join. Chanda also shared how impactful the Wednesday night workshops were for her son, Adarius, who was a Summer of Impact (SOI) participant two summers ago. She asked Impact46 to consider opening the Wednesday workshops to the County summer internship program as a way to extend their impact to additional students. Hector Sanchez arrived at 7:10 PM. Project Manager Update Program Manager, Marcus Thorne, updated the board on several items including: ● Distributing a City of Lawrenceville, Black History Month update ● Sharing about the anticipated increase in staff capacity due to a ReCAST budget adjustment for Year 3 as well as the Substance Abuse and Mental Health Services administration approval of Year 1 carryover funds (to be expended in Year 2). ● A proposed adjustment in our ReCAST sign-up process that involves providing a direct link for all partner services. The current process has a single sign-up. While the current process allows for efficiency, it does not allow participants the most direct access to support. The proposed solution is anticipated to allow a faster response time to behavioral health service support. ● Marcus also offered comments to the board, encouraging them to continue providing program guidance and to do so in a manner that offers program recommendations rather than program mandates. Other Business Rachael Warnsley raised a question regarding board terms, and specifically, desiring to know how term lengths were determined. Marcus committed to finding an answer and bringing it back to the board. Final Adjournment Motion to adjourn was made by Martin, Seconded by Sledge. Voting Yea: Jordan, Brown, Floyd-Bryant, Sanchez, Drane, Sledge, Martin, Warnsley, Washington The meeting adjourned at 7:24 PM.
