Call to Order
Chairwoman Theresa Bailey called the meeting to order at 6:03 pm.
1. Prayer – Pastor/Dr. Ronald Dunnigan, Committee Member
Committee Member Dunnigan led the opening prayer.
2. Quorum/Roll Call – Ms. Joyce Moore, Vice-Chair
Co-Chair Moore completed the Quorum/Roll Call. Quorum was not made until 6:06 pm
when Committee Member Gary Glenn arrived. Some Committee members came into the
meeting at various times after that.

Committee Member Daniel was unable to attend the meeting. Chairwoman Bailey reminded
everyone to be considerate of each other.
Approval of Prior Meeting Minutes
4. Approval of Prior Meeting Minutes for August 16, 2022
Motion to approve the minutes from the August 16, 2022 meeting made by Committee
Member Dunnigan, Seconded by Committee Member Brown Taylor.
Voting Yea: Committee Member Bailey, Committee Member Brown, Committee Member
Dunnigan, Committee Member Glenn, Committee Member Lott, Committee Member Maxey,
Committee Member Moore, Committee Member Brown Taylor
Old Business
5. Project Status Update – Mr. Mark LeBlanc, Project Manager
Continuing to work on site design. Site permit to begin construction should happen soon.
On the building design we will do the same process. The design team will be submitting the
design to Planning & Development before the year is out.
Groundbreaking Ceremony is coming up in late October. We are still working out the details.
6. Project Status Update and Exhibit Updates - Ms. Cammie Fulmer, IRPC, HealyKohler and New
South
Motion to approve moving item number 6 until to New Business after number 9 made by Vice
Chair Moore, Seconded by Committee Member Maxey.

Dunnigan, Committee Member Glenn, Committee Member Lott, Committee Member Maxey,
Committee Member Moore, Committee Member Brown Taylor
Cammie Fulmer gave her update regarding artifacts and oral histories. The upcoming
presentation is the final exhibition documents and the next phase will be creation of
construction documents when they fill be formalizing the end product.
Cammie mentioned to the Committee that Brian Boggs would be attending the meetings in
her place as she is out on maternity leave.
Terry Healy, Healy-Kohler and Terri Gillette, New South shared the exhibition design with the
Committee for all of the various sections of the museum portion of the library.
7. Comments – Mayor David Still
Thank you for all of your hard work and your continued efforts to collect artifacts. Grateful to
have Commissioner Watkins present tonight. It is great to see everyone come together on
this project, the County, the Library System, and the City it is a great collaboration.
8. Artifacts Day – Ms. Deidra Williams, Committee Member and Ms. Joyce Moore, Vice-Chair
Vice-Chair Moore gave the Artifacts Day update. We reached the objectives we had set out to
achieve that day. We were able to reach out to some that did not know Hooper-Renwick
existed and now they are enthusiastic about what is going on. Received some artifact
donations and signed up some more oral histories. Council Member Marlene Taylor-Crawford
was there the entire time of the event. Thank you to each of the Committee Members for all
you did to assist with this event and for giving up your Saturday to attend. We thank Cammie
and Brian for joining us that day.
New Business
9. Other Comments or Updates
Chairwoman Bailey introduced Commissioner Jasper Watkins, III. Commissioner Watkins will
be the new Commissioner for the area beginning in January. Commissioner Watkins spoke to
the group and gave his support for the project.
