Call to Order
Mayor David Still called the meeting to order at 6:05 pm.

New Business
1. Oaths for Hooper-Renwick Legacy Preservation Committee Members
Mayor David Still led the Committee Members in their Oaths.
2. Role of Hooper-Renwick Legacy Preservation Committee
Mayor David Still gave some historical background as to the forming of the Committee. He
mentioned that none of the City Committees have by-laws or officers. Our Boards,
Authorities and Commissions do have by-laws and officers. Mayor Still mentioned that all of
the Boards, Authorities, and Committees serve at the pleasure of the Council. He also
reminded the Committee that the Council, Boards, Authorities, and Committees are run by
Robert's Rules of Order. Mayor Still said that the Committee has followed through with the
requirements of the contract between the City and the County that the Committee
approved. Mayor Still mentioned that there has been a great deal of work the Committee has
accomplished and this work and the project is helping the City heal. There is work still to be
done for more healing, but there is progress. This project is a process including the exhibits
and the programming.
Chuck Warbington, City Manager said this is a great advisory Committee and the tasks of the
Committee have been accomplished. The tasks being the collection of artifacts and
facilitating input with Gwinnett County. In March there will be an update on construction.
Chuck reminded the Committee that the Hooper-Renwick Themed Library is a County facility
and that the City jurisdiction is in the intergovernmental agreement with the County and the
City's role in the facility is very diminished.
3. Election of Officers – must be present to vote
Chuck Warbington led the Committee in the process for the election. He asked for
nominations for Chair, Vice-Chair, and Secretary.
Committee Member Gwendolyn Brown-Taylor nominated Paula Foil, Executive Assistant for
the City to be the Secretary for the Committee. There were no further nominations.
Voting for Paula Foil for Secretary: Committee Member Bailey, Committee Member Brown,
Committee Member Williams, Committee Member Dunnigan, Committee Member Glenn,
Committee Member Lott, Committee Member Maxey, Committee Member Moore, Committee
Member Neal, Committee Member Brown Taylor, Committee Member Summerour-Daniel
Paula Foil was elected Secretary by a unanimous vote.
Committee Member Rubye Neal nominated Committee Member Greg Lott for Vice-
Chair. Committee Member Joyce Moore nominated Committee Member John Maxey for Vice-
Chair.
Voting for Committee Member Greg Lott for Vice-Chair: Committee Member Williams,
Committee Member Neal, Committee Member Lott, Committee Member Brown Taylor,
Committee Member Brown, Committee Member Summerour-Daniel
Voting for Committee Member John Maxey for Vice-Chair: Committee Member Moore,
Committee Member Glenn, Committee Member Bailey, Committee Member Dunnigan, and
Committee Member Maxey.
On a vote six to five, Council Member Greg Lott was elected Vice-Chair.
Committee Member Rubye Neal nominated Committee Member Constance Brown for
Chair. Committee Member Joyce Moore nominated Committee Member Theresa Bailey for
Chair.
Voting for Committee Member Constance Brown for Chair: Committee Member Williams,
Committee Member Neal, Committee Member Lott, Committee Member Brown Taylor,
Committee Member Brown, Committee Member Summerour-Daniel
Voting for Committee Member Theresa Bailey for Chair: Committee Member Moore,
Committee Member Glenn, Committee Member Bailey, Committee Member Dunnigan, and
Committee Member Maxey.
On a vote six to five, Council Member Constance Brown was elected Chair.
Approval of Prior Meeting Minutes
4. Approval of Prior Meeting Minutes for November 15, 2022
Chair Brown mentioned that Committee Member Dunnigan was not present during the
November 15, 2022 meeting and that no prayer took place at the beginning of the meeting
and requested that a note be made on the previous minutes.
Motion to approve of the prior meeting minutes for November 15, 2022 with the change of
adding a note to item 1: “Committee Member Dunnigan was absent from the meeting and no
prayer was given” made by Committee Member Brown, Seconded by Committee Member
Glenn.
Voting Yea: Committee Member Bailey, Committee Member Brown, Committee Member
Williams, Committee Member Dunnigan, Committee Member Glenn, Committee Member Lott,
Committee Member Maxey, Committee Member Moore, Committee Member Neal, Committee
Member Brown Taylor, Committee Member Summerour-Daniel
Final Adjournment
Various discussions were had regarding the Committee and their direction in the future. It was
encouraged by several Committee Members for the Committee to reach out to the community to
keep them updated on the project and to continue to seek community input with artifacts or oral
recordings, etc. The Committee needs to continue to build the excitement around the project.
Several Committee Members encouraged more communication with each member of the Committee
to be sure everyone is kept informed.
Motion to adjourn the meeting made by Committee Member Dunnigan, Seconded by Committee
Member Moore.
