Call to Order
The meeting was called to order at 6:02 PM, recognizing a quorum.
Approval of Agenda
Motion to approve the agenda was made by Commission Member Stone-Collins, Seconded by
Commission Member Alhabashi.
Voting Yea: Commission Member Chitwood, Commission Member Stone-Collins, Commission
Member Walden, Commission Member Alhabashi
Voting Abstaining: Commission Member Hammond (arrived at 6:13 PM)
Approval of Prior Meeting Minutes
1. Approval of Prior Meeting Minutes
Motion to approve the prior meeting minutes was made by Commission Member Alhabashi,
Seconded by Commission Member Chitwood.
Voting Yea: Commission Member Chitwood, Commission Member Stone-Collins, Commission
Member Walden, Commission Member Alhabashi
Voting Abstaining: Commission Member Hammond (arrived at 6:13 PM)
General Discussion
2. Budget
Jasmine Billings presented the budget, and advised the group that there was some
additional funding. Explore Gwinnett received the former Lawrenceville Tourism and Trade
remaining funds that are earmarked for public arts. Explore Gwinnett will hold the funds and
pay out directly to a public art project. The additional funds bring the total available capital
funds to $261,322.72. The supply portion of the budget remains unchanged.
3. Committees Update
Amber Walden provided a Committees update. Members need to sign up for a committee
and once everyone is signed up, she will provide another update. The City event calendar will
help to determine what events will be a good fit for Lawrenceville Rocks. Free Comic Book
Day that will be held at the Lawrenceville Arts Center may be a good fit, and they will need to
work on how to get their supplies transported from the Lawn, and it is not know at this time if
load in the day before will be possible. If information regarding the mural is available by
then, they can distribute information to draw interest. Juneteenth, Prelude and some other
events that they participated in last year would be events to continue to participate in. The
Commission will highlight events they would like to participate in this year and will provide
that information by the end of February, beginning of March. For the most part, the will stick
to the events they participated in last year.
Jennifer Hammond arrived at 6:13 PM
The Car Show organizer has asked if the Arts Commission would like to donate rocks to paint
at the car show, or some sort of paintable car shapes. Jasmine will work with the Community
Outreach Committee members to determine what they will purchase to donate. Since the
Car Show is the week before the Free Comic Book Day, they may just need to donate the
items.
The Lantern Festival was also discussed and the group felt that Boo Fest would be a good
fit. The set up was discussed and they will work with the Event Coordinator to get more
information.
4. Crogan Mural
Jasmine Billings provided an update. She met with two artists and there were some
additional questions. The mural will probably need to be changed or reworked to fit the new
location, but can keep the spirit of the original design. The parameters provided for the
original mural will still remain. The location will remain on the side of McCray's. Any new
submissions will need to be received by the next meeting to allow time for approvals,
McCray's input, and presentation at Work Session. We would look to hopefully begin this
mural in May.
5. Community Mural Update
Two artists were chosen as a finalists for the Community Mural Project, and due to time
constraints one artist made the decision to not accept the project. The Arts Commission
reviewed the second artist’s proposal, prior to her presentation at 7:00 PM, and discussed
elements they would like to change, specifically the font for the Lawrenceville and the people
in the mural.
Teresa arrived at 7:00 PM and presented her design to the group, showed which areas the
public will be painting, how she came up with the design, and went over her proposal. She
answered questions and will submit an updated design with silhouettes for people and an
updated font for the word Lawrenceville, within the next week or so. She was advised of the
process for the Commission approval, presentation to Council at Work Session, and Georgia
Department of Transportation (GDOT) approval since it is their wall. She hoped to be able to
begin this project in early May.
Other Business
Katrina Fellows reached out to The Hudgens Center for hosting Basil Watson, a local Lawrenceville
artist, for Black History Month. His artwork will be shown on the downtown koisks and he will do a
presentation on February 10th from 6-8 PM and an artist talk on Saturday from 12-3. Jasmine will
forward this information to the group.
For the second year, Cultura will take place in October. Milo, Event Coordinator, would like the Arts
Commission to have a live muralist along the square to paint a mural during this event. They may
need to begin the mural prior to this event and then complete it during the event. This item can be
added to the agenda for next month, and if they would like to move forward with this, they would
need to start on planning as quickly as possible.
Citizen Comments
Citizen Comments will be limited to two (2) minutes per person. The Arts Commission Board
Members will not respond to public comments.
