Call to Order
The meeting was called to order at 6:01 PM, recognizing a quorum.
Approval of Agenda
Motion to approve the agenda was made by Commission Member Walden, Seconded by Commission
Member Alhabashi.
Voting Yea: Commission Member Chitwood, Commission Member Stone-Collins, Commission
Member Walden, Commission Member Sanders, Commission Member Alhabashi
Approval of Prior Meeting Minutes
1. Approval of Prior Meeting Minutes
Motion to approve the prior meeting minutes was made by Commission Member Alhabashi,
Seconded by Commission Member Walden.
Voting Yea: Commission Member Chitwood, Commission Member Stone-Collins, Commission
Member Walden, Commission Member Sanders, Commission Member Alhabashi
General Discussion
2. Board Elections
The Board voted for the 2023 Officers and the results are:
Chair - Aura-Leigh Sanders, Vice-Chair - Amber Walden, Treasurer/Secretary - Jasmine
Billings.
Motion to approve the vote of Officers was made by Commission Member Stone-Collins,
Seconded by Commission Member Chitwood.
Voting Yea: Commission Member Chitwood, Commission Member Stone-Collins, Commission
Member Walden, Commission Member Sanders, Commission Member Alhabashi
3. Budget
Jasmine Billings presented the current budget numbers and remaining funds for both the
Operating Funds and the Capital Funds.
Thank you notes were discussed at the last meeting, and Jasmine advised that she and Alicia
will be working to obtain those. The cost of thank you notes is not expected to exceed the
$750 spending limit.
Two sub-committees were combined during the last meeting, Branding and Outreach. This
should make it easier for members of those committees to attend. Aura-Leigh will send out a
separate e-mail to members so they can sign up for sub-committees.
4. GA Mural Trail Update
Jasmine Billings advised the group that John Christian, the GA Trail Muralist, passed away
during the holidays. Jasmine reached out to other organizations and confirmed that this was
a sole venture for John, and at this time does not know if the family will choose to continue
his legacy. Scott McCray would like to move forward with a mural for his location, so another
muralist will need to be found. The Mayor and Council wanted to see something vibrant that
showcases Lawrenceville as it is now, and John's style was very traditional. Scott has
suggested a muralist that is a local artist that has done all the designs for McCrays, inside and
out, so that may be an option to look at.
The budget for this project is still allocated at $20,000. The hope is to engage a muralist as
soon as possible, and Aura-Leigh will send out the muralist Scott suggested so others can see
his work. It is hopeful that a selection can be made at the next meeting. Artists that
submitted projects for the Community Mural may be willing to submit another design for the
McCray building. The Community Mural conversation and selection will have to be made
first.
The Arts Commission paid $2,000 to John Christian to secure the grant. We did receive
several design renderings from John, and in a discussion with Steve North, Jasmine advised
they are talking through what options are available, and if we need to reach out to the
estate. John was also working on a mural for Villa Rica that was not fully completed at the
time of this death, and Jasmine has been in touch with them as well to see what their plans
are.
It was asked if we would be able to use the last mural rendering that John provided and the
Arts Commission felt it best to move in a different direction.
More concise language will need to be used going forward.
5. Community Mural Update
Aura-Leigh Sanders shared she wanted to do a proper rubric and to go through each
submission and hopefully narrow the submissions down to 3 finalist to consider, out of the 10
submissions.
Jasmine presented the different submissions and the group went through the submissions
and discussed each one in detail, eliminating those they chose not to move forward with for
now. Four submissions were reviewed in more detail, and the group ultimately chose two
final submissions they would like to move to the next step, which will be attending the next
Arts Commission meeting (via Zoom) to present their idea and answer any questions
regarding their project. They will be limited to 10-15 minutes per presentation. If they are
asked to provide an additional design, they will be paid $200 each.
Motion to advance Leigh and Teresa as finalists in the Community Mural project was made by
Commission Member Chitwood, Seconded by Commission Member Alhabashi.

Member Walden, Commission Member Sanders, Commission Member Alhabashi
Jasmine will notify all applicants that were not chosen with the next day, and well as the two
chosen to move forward.
Other Business
Citizen Comments
Citizen Comments will be limited to two (2) minutes per person. The Arts Commission Board
Members will not respond to public comments.
The Board listened to several comments from citizens.

Motion to adjourn was made by Commission Member Sanders, Seconded by Commission Member
Walden.
