LAWRENCEVILLE ARTS COMMISSION MINUTES Tuesday, December 13, 2022 Third Floor GwMA Conference Room 6:00 PM 70 S. Clayton St, GA 30046 Call to Order The meeting was called to order at 6:05 PM, recognizing a quorum. Approval of Agenda Motion to approve the agenda was made by Commission Member Walden, Seconded by Commission Member Hammond. Voting Yea: Commission Member Hammond, Commission Member Fellows, Commission Member Walden, Commission Member Sanders Voting Abstaining: Commission Member Stone-Collins (arrived at 6:07 PM) Approval of Prior Meeting Minutes 1. Approval of Prior Meeting Minutes Motion to approve the November 8, 2022 meeting minutes was made by Commission Member Sanders, Seconded by Commission Member Walden. Voting Yea: Commission Member Hammond, Commission Member Fellows, Commission Member Walden, Commission Member Sanders Voting Abstaining: Commission Member Stone-Collins (arrived at 6:07 PM) 2. Approval of Prior Meeting Special Call Minutes Motion to approve the November 21, 2022 Special Call Meeting minutes was made by Commission Member Hammond, Seconded by Commission Member Walden. Voting Yea: Commission Member Hammond, Commission Member Fellows, Commission Member Stone-Collins, Commission Member Walden, Commission Member Sanders General Discussion 3. Budget Jasmine Billings presented the budget, noting items purchased and remaining Operations portion of the budget. The Capital Project budget still currently remains at $243,000. 4. Grants Committee Update The Grants Committee will not be able to meet until after the New Year due to committee member schedules. Officers for the Arts Commission Board will be voted on in January. No vote will be needed for what committee members serve on. Aura-Leigh Sanders asked if others would like to move to another committee and Amber Walden asked to restructure the committees since some serve on more than one and there can be an overlap. The suggestion was to merge Community Outreach and Branding, which made sense and can be discussed in the January meeting. 5. Branding Committee Update Branded note cards had been discussed in the last meeting to be able to send out thank you notes. These are being worked on and can be discussed at the next meeting to determine if this will move forward. In addition, the group previously discussed branded handouts for the community mural. The committee will need to discuss to determine how what they would like to use for handouts. The Branding Committee can possibly be a floating committee that meets only when determining what branded items are needed. They can meet prior to the regular meeting and bring their ideas to the larger group for discussion and/or approval. 6. Community Outreach Committee Update Amber Walden provided an update for Community Outreach. The Harvest Festival went very well and the pumpkins were a big hit. The day started out slow, but their booth was very popular and they ended up running out of pumpkins. The first shift of volunteers worked out really well. Since Amber was the only Board member working this event it made for a long day. Amber suggested that the bigger events need to have more than one Board member commit to helping, and that a 4 hour time period per member would work well. This should be an event they participate in every year. It was noted that for the longer events, they do not need to stay for the entire event. Once the City's event calendar is available, Amber will review to determine what events they would like to participate in and present to the Arts Commission for approval. Events outside of the approved calendar would need to be presented for approval by the Arts Commission. Amber would still would like to do a lantern parade. The community members would make their own lanterns, either at home or at a local business that can provide a lantern kit. The Arts Commission would need to spend money on the larger lanterns that will lead the parade. Jasmine Billings shared that she worked with Good Haven to provide lanterns for Merry Little Christmas, so they may be a good resource. Fall would be a good time of the year to have this since it gets darker earlier, and possibly partner with the city during BooFest. Jasmine suggested that Amber resend her presentation back out to the Arts Commission members for their review, and add to a future meeting for further discussion. A partnership with GCPS (Gwinnett County Public School) and getting the art teachers involved may also be an option. Possible business locations to provide the materials/lantern kits to make a lantern were discussed. 7. 2023 Arts Commission Calendar The proposed meeting schedule for 2023 was presented to the members, noting that the only deviation from the second Tuesday of the month was in February. That meeting was moved to February 7th, 2023 to avoid meeting on Valentine's Day. The normal meeting times will remain 6:00 PM to 7:30 PM. Motion to approve the meeting schedule as presented was made by Commission Member Stone-Collins, Seconded by Commission Member Sanders. Kinetic Art Sculpture Installation Project Jasmine Billings shared that the City is looking to install a kinetic art sculpture within the city limits and was asked to gather some feedback from the Arts Commission regarding design and potential locations. Several different structures were discussed, and the Arts Commission chose Sundar. Several different locations were discussed, including the roundabouts, however, it was determined that the roundabouts may be too large for this particular piece. Hooper Renwick was also discussed, but construction has not begun yet, and the city no longer owns that property. Locations at the Lawn were discussed, which included the bricked area just over the bridge, the area where the present tree would normally be, or over by the playground. Additionally, the new pocket park near City Hall was also discussed as a potential location. 9. Future Projects Jasmine Billings shared that some projects the Arts Commission had discussed have been in limbo. The raised pavers project the City is working on will proceed, and these will eventually be installed around the square. The Arts Commission will put out a Call for Art for this paver project. The Art Walk and Roundabouts are still on the list of projects, and Jasmine has added the Lantern Parade. A discussion ensued about the digital art signs on the square and how the art is commissioned for the displays. It was shared that the Marketing Team with Community Relations work with the Hudgens Center for the Arts and the local schools for the artwork that rotates through the digital signs in the downtown square. Amber will collect contacts from other art programs and share those with Melissa for potential pieces of art. 10. GA Mural Trail Update Jasmine Billings and Aura-Leigh Sanders will present the final design from the Arts Commission to the Mayor and Council during Work Session on Wednesday, December 14, 2022 to obtain their feedback. The Arts Commission reviewed the final rendering again and determined that this version is what they want presented. They felt it was both historic and basic, but represented Lawrenceville. The first rendering will be presented along with this final rendering to show how the process was navigated. 11. Community Mural Update All submissions have been received from the Call for Art, which closed on December 2, 2022. There were a total of 10 submissions. Aura-Leigh Sanders has uploaded all of the submissions to the shared drive for the members to review. They will need to set the criteria matrix so that all of the submissions are reviewed based on the same criteria. It should be easy to weed out some of the submissions if they did not follow the submission criteria. Some of the items to consider during the review would be the ease of following the proposal, prior projects completed by the artist, and the artist's ability to manage the project. Additional criteria will be forwarded to Aura-Leigh to add to the matrix. The group will review the top three submissions during the January meeting. Other Business There was no other business to discuss. Citizen Comments Citizen Comments will be limited to two (2) minutes per person. The Arts Commission Board Members will not respond to public comments. There were no citizen comments.
