Call to Order
Aura-Leigh Sanders called the meeting to order at 6:06 PM, recognizing a quorum.
Approval of Agenda
Motion to approve the agenda was made by Board Member Earhart, Seconded by
Board Member Woodard.
Voting Yea: Board Member Alhabashi, Board Member Beiser, Board Member Stone-
Collins, Board Member Earhart, Board Member Sanders, Board Member Walden,

Approval of Prior Meeting Minutes
Approval of Meeting Minutes from August 6, 2019
Motion to approve the prior meeting minutes was made by Board Member Beiser, Seconded
by Board Member Walden.
Voting Yea: Board Member Alhabashi, Board Member Beiser, Board Member Stone-Collins, Board
Member Earhart, Board Member Sanders, Board Member Walden, Board Member Woodard
Task Force Business Items
Ordinance Finalization and Approval
Lisa Sherman provided feedback from Council members on the Ordinance . Several items
were discussed and those changes will be incorporated. Some items discussed were getting
examples of when they would/would not permit outside the city limits. For clarity, we are not talking
about public/private partnership outside the City, but what it will do for Lawrenceville and the
greater community, both locally and regionally. This Council is going to be formed to make
recommendations to City Council for approval.
In point 6, they will develop and propose an art master plan.
Point 7 would be making recommendations TO Council to recruit and commission art. Everything
will come back to City Council for their approval.
Section 3 were confusing. They don't want to limit the people to serve on the Art Commission to just
City residents, so wording should not be limiting. They would like to see all LAC members shall be
citizens of Gwinnett or affiliated with a business located within Gwinnett County. Lisa suggested
being affiliated with something in Gwinnett County, should have a vested interest. Makeup should
have a very clear understanding of Lawrenceville, what is going on, etc. If it was only restricted to
Lawrenceville residents, you would be limiting expertise.
Lisa will make the changes discussed and provide a red line copy for review.
There were no additional changes to discuss.
The changes in the Ordinance discussed should be voted on. The most expedient way would be to
approve the changes and approve to present the updated Ordinance in the September Work
Session.
Motion to approve authorization for the Chair to present the Ordinance to Council based on the
discussion that has taken place, as amended for submission to Council was made by Board Member
Earhart, Seconded by Board Member Woodard.

Public Comment
The Mayor spoke encouraging the members of the Task Force to introduce themselves
to the citizens present (Kim Crow, John Duke - new artists in downtown)
Final Adjournment
Motion for final adjournment was made by Board Member Woodard, Seconded by
Board Member Earhart.
