PUBLIC ARTS TASK FORCE MINUTES Tuesday, August 06, 2019 Council Assembly Room 6:00 PM 70 S. Clayton St, GA 30046 Call to Order Approval of Agenda Motion to approve the agenda was made by Board Member Reedy, Seconded by Board Member Woodard. Approval of Meeting Minutes from July 2, 2019 Motion to approve the minutes as presented was made by Board Member Reedy, Seconded by Board Member Sanders. Voting Yea: Board Member Beiser, Board Member Stone-Collins, Board Member Davis, Board Member Faircloth, Board Member Johnson, Board Member Reedy, Board Member Rodriguez, Board Member Sanders, Board Member Woodard Task Force Business Items Draft Ordinance  Aura-Leigh provided an updated Ordinance in print that was not previously submitted. This new draft incorporates additional input from members of the Task Force. Aura-Leigh lead the discussion, sharing feedback that she received regarding the name, Lawrenceville Public Arts Commission, which members felt could be confused with Aurora Theatre expansion (LPAC). It was proposed that the new name be Lawrenceville Arts Commission, making the acronym LAC. The word "commission" felt more active and speaks to what they have been charged with. A 7-member commission is proposed, with 4 of those 7 being officers (Chair, Vice-Chair, Treasurer and Secretary). Once the Commission is formed, the job responsibilities will be determined by the members. Terms of service will be staggered to always keep some existing members as new members are added. It was also proposed that Gwinnett residents that have ties within the city limits of Lawrenceville could be invited to serve on the Commission. Anthony felt that the verbiage should read that they are a resident of Gwinnett County and/or affiliated with Lawrenceville. Mike indicated that it's difficult to get members together and felt that they should have 9 members. It was mentioned that in the Suwanee Ordinance there is a section that states that if a member was appointed but not active (not attending a certain number of meetings over a period of time) that they could be removed, and they should consider keeping that in the Ordinance. Meetings will be help monthly, unless otherwise needed. It was suggested that they replace "monthly" with "on a regular basis". Once the Commission members are in place, they can determine their meeting frequency which will be approve by City Council Once those meetings are set, any additional meetings will need to be a Special Call meeting. There was discussion on what area of Lawrenceville would fall within their jurisdiction. Anthony felt they didn’t have the authority to go outside the city limits of Lawrenceville. Mary indicated that since funding would be at taxpayer expense, the city limits of Lawrenceville would likely be the limit. Since City Council does not have control over anything outside of the city limits, the Commission would probably not be able to either, unless Gwinnett County reached out to them for guidance or assistance. The group was reminded that the Historic Courthouse and Centennial Park, although within the city limits, are County owned and would not fall within their jurisdiction. It is possible that the County Commission would see what Lawrenceville is doing and want to add some art to their properties, possibly reaching out to the Commission for assistance. Meeting with developers in the hope that they would be willing to add art into their projects is something they would like to keep in the Ordinance, since it seems to be very successful for Suwanee. Members would be agreeable to help Completing an Art Master Plan would be something they would also keep in the plan, and would expect that City Council ask them to do one. Although there was no specific requirement to prepare an annual report, it should be added as well. Displays could be on or in city property, but all art would need to be in a public location. No laundry list of the types of art will be incorporated into the ordinance. That will be up to the commission members. There were no objections with the word "heritage" being added to the document. Anthony and Aura-Leigh will approach Council via staff to advise what they are doing, then come back to the Task Force to approve the Ordinance. After approval, it will be presented to Council. Aura-Leigh will incorporate the changes discussed and forward an updated document to the Task Force members for review. Public Comment There were no public comments.
