Call to Order
The meeting was called to order at 6:02 PM, recognizing a quorum.
Approval of Agenda
Motion to approve the agenda was made by Martin, Seconded by Joseph.
Voting Yea: Brown, Floyd-Bryant, Sanchez, Drane, Joseph, Martin, Waltz
Voting Abstaining: Pino (arrived at 6:19 PM)
Citizen Comments
To participate in the Public Comment part of this agenda, you must register with the Advisory Board
Secretary before the beginning of the meeting. Presentations will be limited to two (2) minutes per
person, and Board Members will not respond to comments.
The board heard comments from Glyniss Lee of the Ann Cephus Family Fund. Ms. Lee shared
regarding a summer music internship program open to all Gwinnett High School students. The
internship program fosters creative, business, and technical knowledge and skills.

Motion to approve meeting minutes from April 24, 2024 was made by Sanchez, Seconded by Martin.

General Discussion
Sub-Recipient Partner Update
Jasmine Billings, Director of Community and Economic Development, shared updates regarding
sub-recipient changes and 2) program manager role changes. Families First, the current contracted
behavioral health partner, will not automatically be renewed for Year 4 of the grant. Instead, a
request for proposal will be issued for a new Behavioral Health partner, with Families First welcome
to submit a proposal should it choose.
The program manager (PM) role will be contracted directly through the City in Year 4 and will no
longer be contracted through Impact46 (the ReCAST contracted housing partner). It will be a grant-
funded position.
Board members had varied questions, and Jasmine responded to them all.
Board Check-In
There was a brief board check-in, with each member invited to share brief personal updates.
ReCAST Program Update
ReCAST Program Manager, Marcus Thorne, provided program updates.
● GAINS Training – Gina Hutto, Director of Accountability Court for View Point Health, has
agreed to be the trainer. Marcus will work to achieve POST certification for the training. Each
six-hour training session is planned to be split into two days. Successfully offering this
training will help achieve the WD2 deliverable for SAMHSA. Note: GAINS is an acronym for
Gather, Assess, Integrate, Network, and Stimulate.
● Long Table Consulting was selected as the Community Connections facilitator.
● National Night Out preparations continue.
● Request for board commitment to score request for proposal responses.
Sub-Recipient Partner Update: Impact46
Impact46 staff members Josiah Vega (Community Engagement & Outreach Specialist), Kim Parson
(Program Coordinator), Savannah Davis (Lawrenceville Response Center, Project Coordinator), and
Steven Huang (Student Intern) shared updates regarding its programs and services; the presentation
also allowed Impact46 to orient new and existing board members about Impact46 and delineate the
distinction between its two key programs, Students46 and the Lawrenceville Response Center (LRC).
Impact46’s mission is “impacting communities and improving cities through collaborative
partnerships.” It seeks to make collaborative investments with collective impact to create
community transformation.
