Regular Meeting, Thursday, September 16, 2021, 6:00 PM
Johnnie Arolfo Civic Center, 400 West Walker Street, League City, Texas 77573
1. Call to Order and Roll Call of Members
David Hake, Chair, called the meeting to order at 6:00 p.m.
Present: David Hake, Ric Pearson, JNean Henderson, Susan Pierce
Absent: Susan Smyer, Michael Hendershot (non-voting)
City Staff: Frankie Legaux, Assistant Director of Planning and Development, Masood Malik, Senior Planner; Janice
Norman, Senior Planner; Michelle Villareal, Deputy City Attorney
2. Citizen Communication
No citizens spoke.
3. Public Hearing and Action Items
A. Hold a public hearing and take action on a Certificate of Appropriateness (HC-21-0007a) a request, to
demolish the structure, located at the northeast intersection of 4th Street and Railroad Avenue, with the
address 402 Railroad Avenue.
Frankie Legaux, Assistant Director of Planning and Development gave a presentation on behalf
of the of City of League City.
David Hake opened the public hearing at 6:31 p.m.
The property owner, Tomasita Mack addressed the commission and answered questions.
David Hake closed the public hearing at 6:33 p.m.
Ric Pearson made a motion to approve the Certificate of Appropriateness for the demolition of the structure located
at 402 Railroad Avenue, case (HC-21-00072a).
Susan Pierce seconded the motion.
The motion passed by a vote of 4-0-0.
B. Hold a public hearing and take action on a Certificate of Appropriateness (HC-21-0007b), a request to
construct a new single-family structure, located at the northeast intersection of 4th Street and Railroad
Avenue, with the address 402 Railroad Avenue.
Frankie Legaux, Assistant Director of Planning and Development, and development gave a presentation
on behalf of the of City of League City.
David Hake opened the public hearing at 6:54 p.m. David Hake
closed the public hearing at 6:54 p.m.
Ric Pearson made a motion to approve the Certificate of Appropriateness (HC-21-0007b) with the following conditions
1. Windows mounted flush with the house.
Susan Pierce seconded the motion.
The motion passed by a vote of 3-1-0. David Hake was in opposition.
