1. Call to Order and Roll Call of Members
David Hake, Chair, called the meeting to order at 6:00 p.m.
Present: David Hake, Susan Smyer, Roland Bienvenu, Ric Pearson, Susan Pierce, Michael
Hendershot (non-voting)
Absent: J’Nean Henderson
City Staff: Kris Carpenter, Planning Director; Mark Linenschmidt, Planning Manager; Ann
Williams, Planner I; Michelle Villareal, Deputy City Attorney
2. Approval of July 20, 2023, minutes
Mr. Bienvenu made a motion to approve the minutes.
Ms. Smyer seconded the motion.
The motion passed by a vote of 5-0-0.
3. Citizen Communication
No citizens spoke.
4. Public Hearing and Action Items
A. Hold a public hearing and take action on a Certificate of Appropriateness, HC-23-0002, a
request to replace siding, roofing, windows, add two windows on the south elevation and
two windows on the north elevation, add a porch along the front of the house with a handicap
ramp along the south side of the house, add a new porch roof over the porch, and replace the
chain-link fence in the front yard, located at the southwest corner of North Wisconsin
Avenue and 3rd Street, with the address 303 North Wisconsin Avenue.
Ann Williams, Planner I, gave a presentation on behalf of the City of League City.
Mr. Hake opened the public hearing at 6:06 p.m.
Mr. Andres Lobato, Property Owner, thanked the Historic Commission for consideration of his
request.
There was a discussion about the replacement of the picket fence, the porch columns, the side
door, the shutters, and the windows.
Mr. Hake closed the public hearing at 6:16 p.m.
Mr. Pearson made a motion to approve the Certificate of Appropriateness, HC-23-0002 with
the conditions recommended by staff.
Ms. Pierce seconded the motion.
The motion passed by a vote of 5-0-0.
5. Commissioner’s Comments
Commissioner Pierson asked about discussing the Architectural Guidelines. There was
discussion about having a future agenda item to discuss window design.

7. Adjournment
Mr. Hake adjourned the meeting at 6:20 p.m.
