Meeting Minutes City of League City Historic District Commission Regular Meeting, Thursday, July 18, 2024, 6:00 PM Council Chambers, 200 W. Walker Street, League City, TX 77573 1. Call to Order and Roll Call of Members David Hake, Chair, called the meeting to order at 6:01 p.m. Present: David Hake, Ric Pearson, Susan Smyer, Kelly Green, Susan Pierce, Michael Hendershot, Ex-Officio Architect City Staff: Kris Carpenter, Planning Director; Mark Linenschmidt, Planning Manager; Ann Williams, Planner; Michelle Villareal, City Attorney 2. Approval of June 20, 2024, minutes Ms. Smyer made a motion to approve the minutes. Mr. Pearson seconded the motion. The motion passed by a vote of 5-0-0. 3. Citizen Communication No citizens spoke. Mr. Pearson stepped out of Council Chambers 4. Public Hearing and Action Items A. Hold a public hearing and take action on a Certificate of Appropriateness, HC-24-0014, a request to construct an attached garage with a carport to an existing single-family dwelling, located on the northeast side of Colorado Avenue, between 3rd and 4th Streets, with the address of 318 Colorado Avenue. Ann Williams, Planner, gave a presentation on behalf of the City of League City. Mr. Hake opened the public hearing at 6:07 p.m. No one spoke. Mr. Hake closed the public hearing at 6:08 p.m. Ms. Pierce made a motion to approve the Certificate of Appropriateness HC-24-0014 as presented. Ms. Smyer seconded the motion. The motion passed by a vote of 4-0-0. Mr. Pearson returned to Council Chambers. 5. Presentation and Discussion A. Hold a workshop discussion related to the Historic Overlay District in Chapter 125 of the League City Code of Ordinances and the League City Historic Commission Design Guidelines.  Ann Williams, Planner, gave a presentation on behalf of the City of League City. There was a discussion amongst the Commission and staff about fences, historic time period, status of contributing and non-contributing structures, painting, and material changes as it relates to contributing and non-contributing structures. Ms. Smyer left the meeting at 6:31 p.m. 6. Commissioner’s Comments Mr. Pearson asked about the post-hurricane tree limb pickup schedule. Mr. Hake reference the following: • Resource Survey link on the City’s website. • The code in regard to window setbacks. • A commercial building on Park Avenue that is becoming a school and the work that has been done at that property. 7. Staff Comments None. 8.
