Keep League City Beautiful Citizen Committee

Meeting Agenda Minutes September 6, 2022 Keep League City Beautiful Citizen Committee The meeting was called to order by Jackie Liddell. Present was Nina Makepeace, Jason Makepeace, Richard Williams, Dave Bowman, Beth Sears, and Jackie Liddell. Councilmember Larry Millican was present for the meeting as was League City Executive Director Sarah Osborne and City Auditor Candace Brown No citizens were present to address the board. Dave Bowman pointed out some spelling errors that needed to be corrected in the minutes from August 9, 2002. A motion was made by Jason Makepeace to approve the minutes—with the spelling errors corrected— and a second was made by Nina Makepeace. The minutes were unanimously approved by every committee member present at the meeting. City Auditor Candace Brown made a brief presentation and asked some questions regarding the mission statement of the committee and the “terms” required to serve. Brown made a recommendation to change some punctuation in the City document describing the KLCB committee, so it was clearer that KLCB committee members are required to be a resident—or—work in League City—or—own a business in League City. The group agreed that the change should be made on the City’s document to make things clearer. Osborne updated the committee on the status on her efforts with the members of the League City Parks Board to add “Arts” to the name of the current non-profit group, “The League City Patrons of the Parks Foundation.” The current foundation board members agreed and voted to approve changing the foundation’s name to “The League City Patrons of the Parks and Arts Foundation” and to add “art” to the non-profit’s realm of work. The City Attorney’s Office has filed the necessary paperwork with the State to amend the name and purpose of the 501c3 legally and officially. The current foundation board, made up of all Parks Board members, is still working on amending the bylaws to change the membership requirements, annual dues, and update the goals of the foundation to include art. Osborne updated the group on the TXDOT Median Improvement Project and the timeline for it to go to bid, which is the spring of 2023. Osborne reminded members of the committee who still needed to fill out the application to reapply for a position on the committee in 2023. Osborne updated the committee on the upcoming EcoFest and asked for volunteers. Beth Sears, Jackie Liddell, Dave Bowman, and Jason and Nina Makepeace all stated they could work the event. Osborne told the group about the idea of hosting the City’s annual Fall Sweep at Lobit Park and that she had met with the Park’s Superintendent, Cameron Parker, and he agreed that he had several projects for both children and adults at Lobit Park—a Galveston County Park that League City would be officially taking over all maintenance and management starting October 1, 2022. Osborne stated that she had reserved Lobit Park on November 5 from 8 a.m. to 5p.m. for the Fall Sweep. Dave Bowman asked if Cameron Parker could come to the October meeting and present the project ideas he had. Osborne agreed and said she would ask Cameron to attend. Osborne provided updates on various City projects related to art including the near completion of mini-mural phase III, the upcoming addition of two bronze “Scout Dogs” in September, the completion of the two scrap-metal dog sculptures by Terry Jones and the newest project: the Bay Area Veterans Quilt Project. The meeting was adjourned at 7:42 p.m.
