1. Call to Order and Roll Call of Members
Annette Ramirez, Chair, called the meeting to order at 6:00 p.m.
Present: Pam Arnold, Frank Dominguez, Annette Ramirez, Steven Barron,
Paul Maaz, Tedd Olkowski Absent: Gene Bindhammer
City Staff: David Hoover, Executive Director of Development Services; Mark Linenschmidt, Senior Planner; Masood
Malik, Senior Planner; Matt Brown, Assistant City Engineer; Michelle Villarreal, Deputy City Attorney
2. Approval of May 2, 2022, minutes
Mr. Olkowski made a motion to approve the minutes. Ms. Arnold seconded the motion. The motion
passed by a vote of 5-0-1, one person abstained.
3. Citizen Communications
No citizens spoke.
4. Public Hearings and Action Items
A. Hold a public hearing and make a recommendation to City Council on amendments to Article 3,
entitled Zoning; Article 4, entitled Site Development Standards; and Article 5, entitled Subdivisions
of Chapter 125 of the Code of Ordinances of the City of League City.
Mark Linenschmidt, Senior Planner, gave a presentation on behalf of the City of League City. David
Hoover, Executive Director of Development Services, spoke about the proposed ordinance changes.
Ms. Ramirez asked about permanent carnivals. Mr. Hoover explained the rationale behind the permanent
carnival use. Mr. Maaz asked about temporary carnivals and their allowable locations.
Mr. Linenschmidt explained that zoning regulations would come into play when looking at
the proposed locations of temporary carnivals.
Mr. Maaz asked why we were requiring apartment complexes to wrap their parking. Mr. Hoover explained
the differences between apartments with wrapped garage parking and garden style apartments,
and why the city was recommending this change be adopted.
Mr. Maaz asked why we were using the term mother-in-law unit. Mr. Hoover explained that
this term is commonly used in the architectural world. Mr. Maaz suggested the language be
more specific.
Mr. Maaz asked about the prohibition of chain link. Mr. Hoover indicated the chain link prohibition would apply
only to front yards.
Mr. Maaz asked for clarification on what constituted a minor change for Master Plan amendments.
Mr. Hoover explained the purpose of administrative approvals and that there
is no definition of a minor change. Ms. Arnold asked if the ordinance could provide
specific examples of what constitutes a minor change.
Mr. Maaz asked about the restriction of roadside ditches. Mr. Hoover explained that this would require new developments
to provide curb and gutter and would not apply to existing ditches. Ms. Arnold asked if staff could remove
the language related to the prohibition open ditches.
Ms. Arnold requested that the language be changed referencing a mother-in-law suite.
Ms. Arnold asked about the purpose of buffer yards. Mr. Hoover explained
the purpose of buffer yards.
Mr. Maaz asked about the deletion of sections of the ordinance and their relation to state law. Mr. Hoover explained
that in many instances state laws are either contrary to the ordinance or there is unnecessary duplication
between the ordinances and state law.
Mr. Barron asked about the ordinance amendment relating to properties located along
7th Street. Mr. Hoover explained the rationale of the ordinance amendments and
the history behind the properties on 7th Street.
Ms. Ramirez opened the public hearing at 6:37 p.m. Ms. Ramirez
closed the public hearing at 6:37 p.m.
Mr. Maaz made a motion to continue the public hearing to the 2nd meeting in June. Mr. Olkowski
seconded the motion. The motion passed by a vote of 6-0-0.
B. Hold a public hearing and make a recommendation to City Council on Zoning Change Application, Westland
Ranch PUD, (PUD-21-0006), to replace the existing McAlister Planned Unit Development (-PUD
Overlay district) with a new -PUD Overlay on approximately 838.3 acres zoned RSF-7-PUD
(Single-Family Residential with a minimum lot size of 7,000 square feet within a Planned
Unit Development Overlay District), legally described as portions of the I. & G.N. Railroad Company
Survey, Sections 6, 7 and 9, Abstracts 596, 597 and 615 and the Joseph La Flore Survey, Abstract
14, generally located north of Farm to Market Road 517 and east of Maple Leaf Drive in League
City, Texas

Mark Linenschmidt, Senior Planner, gave a presentation on behalf of the City of League City.
Mr. Barron asked about a roadway running through the property. Mr. Linenschmidt indicated
the aerial background on the map was not to scale.
Ms. Ramirez asked about the comparison table of the PUD and the reallocation of parks and
other land uses. Matt Stoops of LJA Engineering, Applicant, explained that the land uses
were consolidated into more simple groups.
Ms. Ramirez asked about the locations and reasoning behind the drill sites. Mr. Stoops indicated that they eliminated
three of the four drill sites because of deals worked out with the mineral rights holders.
Ms. Ramirez opened the public hearing at 6:46 p.m. Ms. Ramirez
closed the public hearing at 6:47 p.m.
Mr. Maaz made a motion to approve the Zoning Change Application, Westland Ranch PUD, (PUD-21-0006). Mr.
Olkowski seconded the motion. The motion passed by a vote of 6-0-0.
5. New Business
A. Consider and take action on a Preliminary/Final Plat, Hardy Estates, (Plat-22-0022), generally located along the
north side of Hewitt Street, west of Egret Bay Boulevard (FM 270) with the addresses of 2428 and 2458 Hewitt
Street.
Mark Linenschmidt, Senior Planner, gave a presentation on behalf of the City of League City.
Ms. Arnold made a motion to approve the Preliminary/Final Plat, Hardy Estates, (Plat-22- 0022), per staffs recommendations. Mr.
Dominguez seconded the motion. The motion passed by a vote of 6-0-0.

Ms. Ramirez adjourned the meeting at 6:50 p.m.
