Meeting Minutes City of League City Planning and Zoning Commission Regular Meeting, Monday, June 6, 2022 Council Chambers, 200 W. Walker Street, League City, TX 77573 1. Call to Order and Roll Call of Members Annette Ramirez, Chair, called the meeting to order at 6:00 p.m. Present: Annette Ramirez, Steven Barron, Frank Dominguez, Paul Maaz, Tedd Olkowski, Pam Arnold Absent: Gene Bindhammer City Staff: David Hoover, Executive Director of Development Services; Kris Carpenter, Planning Manager; Mark Linenschmidt, Senior Planner; Masood Malik, Senior Planner; Matt Brown, Assistant City Engineer. 2. Approval of May 16, 2022, minutes Mr. Maaz made a motion to approve the minutes. Mr. Dominguez seconded the motion. The motion passed by a vote of 6-0-0. 3. Citizen Communications No citizens spoke. 4. Public Hearing and Action Items A. Hold a public hearing and make a recommendation to City Council on a Special Use Permit Application, Prime Spot Fuel, (SUP-21-0005), to allow a to allow a Vehicle Fueling Station to operate in a CG (General Commercial) zoning district, generally located at the northwest intersection of Lawrence Road and East FM 518, with the address of 1210 East FM 518. Kris Carpenter, Planning Manager, gave a presentation on behalf of the City of League City. Mr. Maaz asked if the Special Use Permit would allow the proposed restaurant. Mr. Carpenter responded that a restaurant is allowed in the base zoning district and would not need any special use approvals to operate at this location. Mr. Barron asked about how the site would be detaining stormwater. Mr. Carpenter responded that the detention pond in the rear of the property was designed to account for the drainage of this site. Ms. Ramirez opened the public hearing at 6:06 p.m. Nobody spoke at the public hearing. Ms. Ramirez closed the public hearing at 6:07 p.m. Mr. Maaz made a motion to make a recommendation of approval to City Council on a Special Use Permit Application, Prime Spot Fuel, (SUP-21-0005), to allow a to allow a Vehicle Fueling Station" to operate in a CG (General Commercial) zoning district, generally located at the northwest intersection of Lawrence Road and East FM 518, with the address of 1210 East FM 518, subject to staffs recommended conditions. Ms. Arnold seconded the motion. The motion passed by a vote of 6-0-0. 5. New Business A. Consider and take action on a Preliminary Plat, Acorn Addition, (PLAT-22-0009), generally located at the northwest intersection of Beaumont Street and Kansas Avenue. Kris Carpenter, Planning Manager, gave a presentation on behalf of the City of League City. B. Consider and take action on a Final Plat, Pedregal, Section 5 (PLAT-21-0030), generally located along the south side of Muldoon Parkway, west of Hobbs Road. Kris Carpenter, Planning Manager, gave a presentation on behalf of the City of League City. C. Consider and take action on a Final Plat, Westwood Subdivision Section 9, (PLAT-21- 0044), generally located south of West League City Parkway and west of Maple Leaf Drive. Kris Carpenter, Planning Manager, gave a presentation on behalf of the City of League City. Mr. Olkowski made a motion to approve Items 5A, 5B, and 5C. Mr. Maaz seconded the motion. The motion passed by a vote of 6-0-0. 6. Staff Comments No comments. 7.
