1. Call to Order and Roll Call of Members
Paul Maaz, Vice Chair. called the meeting to order at 6:00 p.m.
Present: Pam Arnold, Steven Barron, Frank Dominguez, Paul Maaz, Tedd Olkowski, Gene Bindhammer
(Arrived at 6:02 p.m., during agenda item 4A) Absent: Annette Ramirez
City Staff: Kris Carpenter, Planning Manager; Matt Brown, Assistant City Engineer; Michelle
Villareal, Deputy City Attorney
2. Approval of June 6, 2022, minutes
Mr. Maaz asked if there were any corrections. He stated hearing none, these minutes are approved.
3. Citizen Communications
None.
4. Public Hearing and Action Items
A. Continue the public hearing and make a recommendation to City Council on amendments to Article 3, entitled
Zoning;" Article 4, entitled Site Development Standards;" and Article 5, entitled Subdivisions
of Chapter 125 of the Code of Ordinances of the City of League City. The public hearing
was continued from the May 16, 2022, Planning and Zoning Commission meeting.
Mr. Maaz opened the continuation of the public hearing at 6:01 p.m.
The following persons signed-in to speak during the public hearing: None.
Mr. Maaz closed the continuation of the public hearing at 6:17 p.m.
Kris Carpenter, Planning Manager, gave a presentation on behalf of the City of League City.
Mr. Barron asked about the language that was added in reference to accessory dwellings. Kris Carpenter stated
it was the language that was discussed at last months public hearing.
Ms. Arnold questioned the legality of restrictions on rental of secondary dwelling units. Ms. Villareal
explained that in Zoning these restrictions are common.
Ms. Arnold asked about the restriction of roadside ditches. Kris Carpenter explained that language
was added that open ditches may be considered in a Planned Unit Development.
Mr. Maaz asked for clarification on what constituted a one percent change for Master Plan amendments.
Kris Carpenter explained that the one percent change is related to the total area
of that land use. He then explained the purpose of administrative approvals.
Mr. Maaz stated he had hoped the City would come back with more options and alternatives in
addition to wrap parking requirements for multifamily buildings.
Ms. Arnold made a motion to continue the public hearing to the next Planning
and Zoning Commission meeting date. Mr. Barron seconded
the motion. The motion passed by a vote of 6-0-0.
B. Hold a public hearing and take action on a Replat - J.S. Munson Subdivision, Lot 1R, (PLAT-22-0018),
generally located at the southwest intersection of East Walker Street and Clear Creek
Avenue, with the address of 105 East Walker Street.
Kris Carpenter, Planning Manager gave a presentation on behalf of the City of League City.
Mr. Maaz opened the public hearing at 6:18p.m.

Ms. Arnold made a motion to approve the Replat - J.S. Munson Subdivision, Lot 1R, (PLAT-22-0018)
per staffs recommendation. Mr. Olkowski seconded the motion. The
motion passed by a vote of 6-0-0.
5. New Business
A. Consider and take action on a Preliminary Plat - Samara, Section 5, (PLAT-22-0003), oenerally located south of Brittany
Lakes and West of the Sedona Subd
Kris Carpenter, Planning Manager, gave a presentation on behalf of the City of League City.
Mr. Maaz made a motion to approve the Preliminary Plat - Samara, Section 5,
(PLAT-22- 0003), per staffs recommendation. Ms. Arnold seconded the motion.
The motion passed by a vote of 6-0-0.
B. Consider and take action on a Preliminary Plat - Beacon Island, Section 6, (PLAT-22- 0013), generally
located north of Marina Bay Drive, between Lighthouse Boulevard, Shepard Lane, and Beacon
Circle.

Kris Carpenter, Planning Manager, gave a presentation on behalf of the City of League City.
Mr. Olkowski made a motion to approve the Preliminary Plat - Beacon Island,
Section 6, per staffs recommendation. Ms. Arnold seconded the
motion. The motion passed by a vote of 6-0-0.
C. Consider and take action on a Preliminary/Final Plat - OEM Addition, (PLAT-22-0026), generally located
south of East Walker Street, along the east side of Clear Creek Avenue, with the address of 720
Clear Creek Avenue.
Kris Carpenter, Planning Manager, gave a presentation on behalf of the City of League
City.
Mr. Barron made a motion to approve the Preliminary/Final Plat - OEM Addition, (PLAT- 22-0026), per staffs recommendation.
Mr. Bindhammer seconded the motion. The motion passed
by a vote of 6-0-0.
D. Consider and take action on a variance to Chapter 50 of the City of League City Code of Ordinance,
entitled Floods to allow structural repairs to existing home at 1908 Aggie Lane, League
City, Texas 77573, located in the FEMA Zone AE.
Matthew Brown, Assistant City Engineer, gave a presentation on behalf of the City of League City.
Mr. Lindell Mendoza, property owner at 1908 Aggie Lane, gave a brief presentation and answered
questions from the Planning and Zoning Commissioners.
Mr. Bindhammer made a motion to approve the variance to Chapter 50 of the City of League
City Code of Ordinance, entitled Floods to allow structural repairs to existing
home at 1908 Aggie Lane, League City, Texas 77573, located in the FEMA Zone
AE per staffs recommendation. Mr. Maaz seconded the motion. The motion
passed by a vote of 6-0-0.
6. Other Business
A. The City Attorney will conduct a training session with the Planning and Zoning Commission.
Michelle Villareal, Deputy City Attorney, gave a presentation on the behalf of the City of League City.
