1. Call to Order and Roll Call of Members
Anette Ramirez, Chair, called the meeting to order at 6:00 p.m.
Present: Frank Dominguez, Annette Ramirez, Paul Maaz, Steven Barron
Absent: Pam Arnold, Gene Bindhammer, Tedd Olkowski

2. Approval of June 20, 2022, minutes
Mr. Dominguez made a motion to approve the minutes.
Mr. Maaz seconded the motion.
The motion passed by a vote of 4-0-0.
3. Citizen Communications
None.
4. Public Hearing and Action Items
A. Hold a public hearing and make a recommendation to City Council on amendments to
Article 3, entitled “Zoning”; Article 4, entitled “Site Development Standards”; and Article
5, entitled “Subdivisions” of Chapter 125 of the Code of Ordinances of the City of League
City. The public hearing was continued from the May 16, 2022, and the June 20, 2022,
Planning and Zoning Commission meetings.
Ms. Ramirez opened the continuation of the public hearing at 6:02 p.m.
The following persons signed-in to speak during the public hearing: None.
Ms. Ramirez closed the continuation of the public hearing at 6:17 p.m.
Kris Carpenter, Planning Manager, gave a presentation on behalf of the City of League
City.
Mr. Maaz requested that two of the items be voted on separately.
1. Multi-family wrap-building design requirements.
2. Prohibition of open ditches in new developments.
David Hoover, Executive Director of Development Services, provided additional
information and clarification.
Mr. Maaz made a motion to recommend approval to City Council of the amendments to
Article 3, entitled “Zoning”; Article 4, entitled “Site Development Standards”; and Article
5, entitled “Subdivisions” of Chapter 125, excluding multi-family wrap-building design
requirements and restriction of open drainage ditches in new developments, which are to
be voted on individually.
Mr. Barron seconded the motion.
The motion passed by a vote of 4-0-0.
Mr. Dominguez made a motion to recommend approval to City Council the amendment to
Article 3, entitled “Zoning”; to require multi-family wrap-building design requirements.
Mr. Barron seconded the motion.
The motion passed by a vote of 3-1-0. (Mr. Maaz in opposition)
Mr. Dominguez made a motion to recommend approval to City Council the amendment to
Article 5, entitled “Subdivisions”; restricting open drainage ditches in new development.
Mr. Barron seconded the motion.
The motion passed by a vote of 3-1-0. (Mr. Maaz in opposition)
B. Hold a public hearing and take action on Zoning Change Application, (PUD-22-0008)
Stedman-West PUD Addition, to rezone approximately 164.7 acres from “RSF-7” (Single-
Family Residential with a minimum lot size of 7,000 square feet) to “RSF-7-PUD” (Single-
Family Residential with a minimum lot size of 7,000 square feet within a Planned Unit
Development), replacing the existing 639.7-acre Stedman-West PUD, to create a new
Stedman-West PUD being 804.4 acres in size, generally located south of League City /
Friendswood Parkway, and west of McFarland Road in League City, Texas.
Kris Carpenter, Planning Manager, gave a presentation on behalf of the City of League
City.
Ms. Ramirez opened the public hearing at 6:20 p.m.
The following persons signed-in to speak during the public hearing: None.
Ms. Ramirez then closed the public hearing at 6:41 p.m.
Ms. Ramirez asked for confirmation that there was a 1.1-acre tract that is not within any
PUD in the southeast corner of the development.
Mr. Carpenter replied that the tract in question was a Texas / New Mexico power
substation.
Ms. Ramirez asked about how the underground/overhead power lines had changed from
the previously approved development and that the addition of 164.7 acres would allow
additional concrete poles along with Texas / New Mexico being allowed to keep some
wooden poles.

Mr. Carpenter responded that the previous PUD did allow concrete poles along West
Boulevard as long as it was 3-phase, and overhead power is permitted along the perimeter
of the development. There is also an existing overhead utility corridor that runs between
the boundary of the existing PUD and the area being added. The overhead power in this
area would be allowed to continue since it already exists.
Ms. Ramirez asked if there was going to be inconsistencies within the master planned
community in how the electrical utilities are laid out.
Matt Stoops, Manager of Planning Services, LJA Engineering, indicated the 60 – 80-foot
strip of land between the two properties is an existing Texas / New Mexico transmission
easement in which the overhead power already exists and would allow to be continued.
Ms. Ramirez asked if the overhead lines were already in an easement.
Mr. Stoops replied in the affirmative.
Ms. Ramirez asked where the wooden poles for Texas / New Mexico were located.
Mr. Stoops responded that he believed the poles in the existing transmission line were
wooden.
Mr. Carpenter stated that if electrical power was to be installed currently, then the power
would be required to be underground. Since it was already existing, it may remain in
place.
Mr. Maaz asked if the drill sites were static or could be moved by the developer.
Mr. Stoops indicated that they could not be moved. The locations of the drill sites were
locked down about a year ago with the Railroad Commission and if any of the mineral
holders decided to exercise their rights, the drill sites would be at the proposed locations
because of the hearing by the state. Regardless, the drill sties would be required to follow
all of League City’s ordinances.
Mr. Maaz asked how the wet detention ponds were going to keep water.
Mr. Stoops replied that make up wells would be utilized on the site. He added that he
didn’t know the exact details, but that would be managed by the project’s engineer.
Mr. Stoops added that the engineer has had discussions with the Subsidence District.
Ms. Ramirez asked if there were any additional questions for staff.
Ms. Ramirez asked if there was anyone from the public who would like to speak.

Mr. Larry Millican, Resident, 934 Plantation, asked about McFarland Road and
secondary access for the subdivision.
Mr. Stoops responded that McFarland Road, north of the drill site is just right-of-way and
doesn’t exist as a paved road, however, stub streets would be coordinated to match up
with the Westwood development for connectivity. Additionally, there will be a collector
street from League City Parkway to West Boulevard where there will be multiple
connection points of access in and out of the first phase. A traffic study will be performed
to demonstrate sufficient connectivity once the PUD is approved.
Ms. Ramirez asked what would happen if the traffic study indicated that there was not
sufficient connectivity.
Mr. Carpenter responded that the traffic study would dictate if additional improvements
may be required.
David Hoover, Executive Director of Development Services, indicated, in short,
McFarland would most likely go away. Mr. Hoover then gave a brief history of the traffic
planning discussions around the League City Parkway / Campbell Elementary area
between the City of League City, Clear Creek Independent School District, and the
various developers.
Mr. Maaz asked at what point does the City take over maintenance of the regional park.
Mr. Hoover responded that there are no immediate plans for the regional park. It is in the
long-range plans for the Parks Department. Transference of the land will come pretty
quickly, but it will be quite some time before the land is developed. There are also
discussions about trading some additional lands near the regional park and adjusting other
parklands, but overall parkland plans remain the same.
Ms. Ramirez asked if detention ponds and the area(s) around them were considered as
parkland.
Mr. Hoover indicated that there were discussions about credits associated with adding
amenities to the wet detention ponds with the Parks Department.
Ms. Ramirez asked if there was anyone else who would like to address the Commission.
There were none.
Mr. Maaz made a motion to recommend approval of the Zoning Change Application,
(PUD-22-0008) Stedman-West Addition, per staff’s recommendation.
Mr. Dominguez seconded the motion.
The motion passed by a vote of 4-0-0.

C. Hold a public hearing and take action on a Replat - Columbia Retail Subdivision Lots 4A
and 4B, (PLAT-21-0055), generally located on the southeast corner of East FM 518 and
Columbia Memorial Parkway.
Kris Carpenter, Planning Manager, gave a presentation on behalf of the City of League
City.
Ms. Ramirez opened the public hearing at 6:43 p.m.
The following persons signed-in to speak during the public hearing: None.

Mr. Maaz made a motion to approve Replat - Columbia Retail Subdivision Lots 4A and
4B, (PLAT-21-0055), per staff’s recommendation.
Mr. Dominguez seconded the motion.
The motion passed by a vote of 4-0-0.
D. Hold a public hearing and take action on a Replat - Tuscan Lakes Commercial,
Section 6, (PLAT-22-0029), generally located north of East League City Parkway
(SH 96) and west of Tuscan Lakes Boulevard.

City.

5. New Business
A. Consider and take action on a Preliminary/Final Plat, Garden View Villas Addition,
(PLAT-22-0025), generally located along the east side of Hobbs Road, between League
City Parkway and West Main Street (FM 518).

City.
Mr. Maaz made a motion to approve the Preliminary/Final Plat, Garden View Villas
Addition, (PLAT-22-0025), per staff’s recommendation.
Mr. Dominguez seconded the motion.
