1. Call to Order and Roll Call of Members
Paul Maaz, Vice Chair, called the meeting to order at 6:00 p.m.
Present: Steven Barron, Gene Bindhammer, Paul Maaz, Pam Arnold, Frank Dominguez
Absent: Tedd Olkowski, Ruth Morrison
City Staff: Mark Linenschmidt, Senior Planner; Kayla Leal, Planner II; Matt Brown, Assistant
City Engineer; Michelle Villarreal, Deputy City Attorney
2. Approval of November 7, 2022, minutes
Mr. Maaz asked if there were any corrections. He stated hearing none, the November 7, 2022,
minutes are approved.
3. Citizen Communications
None.
4. Public Hearing and Action Items
A. Hold a public hearing and make a recommendation to City Council on a Zoning Change
Application, (MAP-22-0004), to rezone an approximate 2.89-acre tract and the 230-foot portion
of the 70-foot-wide unopened right-of-way along Avenue F between 19th Street and 20th Street,
from “RSF-7” (Residential Single Family with a minimum lot size of 7,000 square feet) to “CG”
(General Commercial), generally located along the southern city limit of League City along the
west side of State Highway 3 with the address of 1900 State Highway 3.
Kayla Leal, Planner II, Planner, gave a presentation on behalf of the City of League City.
Mr. Maaz opened the public hearing at 6:02 p.m.
No one spoke at the public hearing.
Mr. Maaz closed the public hearing at 6:07 p.m.
Ms. Arnold asked for clarification of the total acreage of the rezone.
Ms. Leal responded that the rezone is 2.89 acres of land and 0.37 acres of right-of-way.
Mr. Barron asked if additional driveways were planned off State Highway 3.
Mr. Linenschmidt responded that it is unknown at this time until a development plan is reviewed.
Mr. Linenschmidt informed the Commission that access will be reviewed at time of building permit
and any approvals for access off State Highway 3 will have to come from TxDOT.
Mr. Barron asked about the deceleration lane along State Highway 3.
Mr. Linenschmidt responded that when the Engineering Department is dealing with development on
TxDOT major roads, they emphasize deceleration lanes. He informed the Commission that Matt
Brown, Assistant City Engineer is present if they would like him to speak further or have additional
questions.
Mr. Maaz asked about proposed development.
Mr. Linenschmidt responded that in the future, the use can be anything that is permitted within the
“CG” District on the land use table.
Mr. Bindhammer made a motion to recommend approval of the Zoning Change Application, (MAP-
22-0004), per staff’s recommendations.
Ms. Arnold seconded the motion.
The motion passed by a vote of 5-0-0.
5. Staff Comments
Mark Linenschmidt reintroduced Kayla Leal, Planner II, and mentioned the planning department had
another Planner, Ann Williams, come on board.
Mr. Linenschmidt also mentioned Mr. Douglas Turner’s passing, along with sending condolences to
his family as well as thanking him and recognizing his many years of service to the Planning and
Zoning Commission.
6. Adjournment
Mr. Maaz adjourned the meeting at 6:09 p.m.
