Meeting Minutes City of League City Planning and Zoning Commission Regular Meeting, Tuesday, September 5, 2023, 2023 Council Chambers, 200 W. Walker Street, League City, TX 77573 1. Call to Order and Roll Call of Members Paul Maaz, Chair, called the meeting to order at 6:00 p.m. Present: Chris Dodson, Paul Maaz, Ruth Morrison, Frank Dominguez, Jacqueline Irwin, Matthew Hyde, Matthew Propst Absent: Pam Arnold City Staff: Kris Carpenter, Director of Planning; Mark Linenschmidt, Planning Manager; Masood Malik, Senior Planner; Matt Brown, Assistant City Engineer; Michelle Villarreal, Deputy City Attorney 2. Approval of August 21, 2023, minutes Mr. Maaz asked if there were any corrections. He stated hearing none, the August 21, 2023, minutes are approved. 3. Citizen Communications None. 4. Public Hearing and Action Items A. Hold a public hearing and take action on a Replat, West League City Crossing, PLAT-23-0016, being a replat of the Magnolia Creek Shopping Village Subdivision, located on the northeast corner of West League City Parkway and Bay Area Boulevard. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Mr. Maaz opened the public hearing at 6:01 p.m. No one spoke at the public hearing. Mr. Maaz closed the public hearing at 6:02 p.m. Mr. Dodson made a motion to recommend approval of the Replat, West League City Crossing, PLAT- 23-0016, per staff’s recommendations. Mr. Hyde seconded the motion. The motion passed by a vote of 7-0-0. 5. New Business A. Consider and take action on a Preliminary Plat, TownHarbour Estates, PLAT-23-0033, generally located on the west side of Lakeside Drive, north of Marina Bay Drive (FM 2094), and east of South Shore Boulevard. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City.  Mr. Dodson made a motion to approve the Preliminary Plat, TownHarbour Estates, PLAT-23-0033, per staff’s recommendations. Ms. Morrison seconded the motion. The motion passed by a vote of 7-0-0. B. Presentation of the proposed League City Clear Creek Master Plan. Mr. Louis Cutaia, AICP, Planner, Halff Associates, gave a presentation on the proposed League City Clear Creek Master Plan. A discussion was held related to concerns about flooding, drainage, connectivity, environmental impacts, and implementation of the plan. 6. Staff Comments Mark Linenschmidt updated the Commission that the South Shore Harbour rezone request, MAP-23- 0005 (2911 South Shore Boulevard), was being forwarded to its second reading with City Council. 7.
