Meeting Minutes City of League City Planning and Zoning Commission Regular Meeting, Monday, September 18, 2023 Council Chambers, 200 W. Walker Street, League City, TX 77573 1. Call to Order and Roll Call of Members Paul Maaz, Chair, called the meeting to order at 6:00 p.m. Present: Chris Dodson, Paul Maaz, Ruth Morrison, Pam Arnold, Jacqueline Irwin, Matthew Hyde, Matthew Propst Absent: Frank Dominguez City Staff: Kris Carpenter, Director of Planning; Ann Williams, Planner I; Matt Brown, Assistant City Engineer; Michelle Villarreal, Deputy City Attorney 2. Approval of September 5, 2023, minutes Mr. Maaz asked for a minor correction to be made regarding the Clear Creek presentation. He stated since there were no other changes, the September 5, 2023, minutes are approved. 3. Citizen Communications None. 4. Public Hearing and Action Items A. Hold a public hearing and make a recommendation to City Council on a Special Use Permit Application, SUP-22-0003, (U-Haul - Hobbs Road), to allow a self-storage use on approximately 2.897 acres, zoned “CG” (General Commercial), generally located along the east side of Hobbs Road and approximately 1,725 feet south of West Main Street (FM 518), with the address of 510 Hobbs Road. Mr. Maaz opened the public hearing at 6:03 p.m. Kris Carpenter, Director of Planning, gave a presentation on behalf of the City of League City. There was a discussion about the proposed facility’s association with the adjacent U-Haul facility to the east and the parking study that was provided as part of the request. Nira Gathright, 3300 Patagonia Street, asked about what services would be provided at the proposed facility. Kris Carpenter responded that the site would be for self-storage only. Mr. Maaz closed the public hearing at 6:07 p.m. There was a discussion regarding the number of self-storage facilities in League City, the purpose of the request relative to other nearby U-Haul locations, lighting and treatments to the façade of the facility. Jerry Lunn of U-Haul Company of Gulf Coast Texas, the Applicant, confirmed the purpose of the request due to the nearby facility being full. Mr. Dodson made a motion to recommend approval of the Special Use Permit Application, SUP-22- 0003, per staff’s recommendations. Mr. Hyde seconded the motion. The motion passed by a vote of 7-0-0. B. Hold a public hearing and make a recommendation to City Council on a Planned Unit Development (PUD) Amendment, PUD-23-0004, (Duncan PUD Amendment), to modify the lot width requirement in Pedregal, Section 2, located in the 1,747.4-acre Duncan PUD as adopted by Ordinance No. 2019-03, generally located along the north side of West Farm to Market Road 517, south of League City Parkway and west of Calder Drive. Mr. Maaz opened the public hearing at 6:12 p.m. No one spoke at the public hearing. Mr. Maaz closed the public hearing at 6:12 p.m. Kris Carpenter, Director of Planning, gave a presentation on behalf of the City of League City. There was a discussion regarding the requirements of the Duncan PUD relative to the design of the subdivision layout. Jeff Payson with Cervelle Homes, discussed the housing products provided in the Pedregal Subdivision. Ms. Irwin asked about conversations from the neighborhood meeting. Mr. Payson indicated that most of the property owners just wanted to understand what was going on, and many of them brought up issues that were not related to the request. Dr. Propst asked for clarifications on the ramifications of denying the request. Mr. Carpenter indicated that one lot would be lost on the north and south sides of Palmilla Road. Kevin Holland with Cervelle Homes, spoke about how the subdivision has changed over time and the reasoning behind the request. Mr. Dodson made a motion to recommend approval of a Planned Unit Development (PUD) Amendment, PUD-23-0004, (Duncan PUD Amendment), per staff’s recommendations. Ms. Morrison seconded the motion. The motion passed by a vote of 4-2-1. Ms. Arnold abstained. C. Hold a public hearing and make a recommendation to City Council on Revisions to Chapter 125 of the Code of Ordinances of the City of League City, Article 3, entitled “Zoning Regulations”, to revise regulations related to Short Term Rentals. Planning & Zoning Commission 2 September 18, 2023 Mr. Maaz opened the public hearing at 6:25 p.m. No one spoke at the public hearing. Mr. Maaz closed the public hearing at 6:25 p.m. Kris Carpenter, Director of Planning, gave a presentation on behalf of the City of League City. Ms. Morrison stated that she was concerned that the December timeframe for permit renewal would be too short due to the holidays. There was a discussion regarding the number of short-term rental permits and the overall number of short-term rentals in League City. Mr. Dodson made a motion to recommend approval of Revisions to Chapter 125 of the Code of Ordinances of the City of League City, Article 3, entitled “Zoning Regulations”, to revise regulations related to Short Term Rentals, per staff’s recommendations. Ms. Irwin seconded the motion. The motion passed by a vote of 7-0-0. 5. New Business A. Consider and take action on a Preliminary/Final Plat, Butler Acres, PLAT-23-0024, generally located along the east side of Butler Road at the intersection of Sedona Drive and Butler Road. Item was pulled from the agenda. B. Consider and take action on a Preliminary Plat, Pedregal, Section 2, PLAT-23-0031, generally located along the north side of Muldoon Parkway, west of Hobbs Road. Kris Carpenter, Director of Planning, gave a presentation on behalf of the City of League City. Ms. Morrison made a motion to approve the Preliminary Plat, Pedregal, Section 2, PLAT-23-0031, per staff’s recommendations. Mr. Hyde seconded the motion. The motion passed by a vote of 4-2-1. Ms. Arnold abstained. 6. Other Business A. Consider and take action on the Planning and Zoning Commission meeting dates for 2024. Kris Carpenter, Director of Planning, gave a presentation on behalf of the City of League City. Mr. Maaz made a motion to approve Option #2 of the Planning and Zoning Commission meeting dates for 2024. Mr. Dodson seconded the motion. The motion passed by a vote of 7-0-0.
