1. Call to Order and Roll Call of Members
Paul Maaz, Chair, called the meeting to order at 6:00 p.m.
Present: Paul Maaz, Ruth Morrison, Frank Dominguez, Jacqueline Irwin, Matthew Propst, Pam
Arnold, Chris Dodson
Absent: Matthew Hyde
City Staff: Kris Carpenter, Planning Director; Mark Linenschmidt, Planning Manager; Masood
Malik, Senior Planner; Vince Hustead, Senior Planner; Ann Williams, Planner I; Matt
Brown, Assistant City Engineer; Michelle Villarreal, Interim City Attorney
2. Approval of December 4, 2023, minutes
Mr. Maaz asked if there were any corrections. He stated hearing none, the December 4, 2023,
minutes are approved.
3. Citizen Communications
None.
4. New Business
A. Consider and take action on a Master Plan, Legacy, PUD-23-0001, generally located north and
south of League City Parkway and west of McFarland Road.
Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City.
Mr. Dodson made a motion to approve the Master Plan, Legacy, PUD-23-0001, per staff’s
recommendation.
Dr. Propst seconded the motion.
The motion passed by a vote of 7-0-0.
B. Consider and take action on Preliminary Plats: Legacy, Section 3, PLAT-23-0056; Legacy,
Section 4, PLAT-23-0057; Legacy, Section 5, PLAT-23-0051; Legacy, Section 6, PLAT-23-0052;
and Legacy, Section 7, PLAT-23-0053, generally located south of League City Parkway and west
of McFarland Road.
Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City.
Mr. Dodson made a motion to approve the Preliminary Plats: Legacy, Section 3, PLAT-23-0056;
Legacy, Section 4, PLAT-23-0057; Legacy, Section 5, PLAT-23-0051; Legacy, Section 6, PLAT-23-
0052; and Legacy, Section 7, PLAT-23-0053, per staff’s recommendation.
Dr. Propst seconded the motion.
The motion passed by a vote of 7-0-0.
C. Consider and take action on Preliminary Plats: Legacy Drive Street Dedication, Phase I, PLAT-
23-0050; Legacy Drive Street Dedication, Phase II, PLAT-23-0045; West Boulevard Street
Dedication, Phase I, PLAT-23-0048; Legacy, Lake A, PLAT-23-0046; Legacy, Lake B, PLAT-
23-0055; and Legacy, Lake C, PLAT-23-0047, generally located south of League City Parkway
and west of McFarland Road.
Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City.

I, PLAT-23-0050; Legacy Drive Street Dedication, Phase II, PLAT-23-0045; West Boulevard Street
Dedication, Phase I, PLAT-23-0048; Legacy, Lake A, PLAT-23-0046; Legacy, Lake B, PLAT-23-
0055; and Legacy, Lake C, PLAT-23-0047, per staff’s recommendation.
Dr. Propst seconded the motion.
The motion passed by a vote of 7-0-0.
D. Consider and take action on a Preliminary Plat, Bethel Addition, PLAT-23-0035, generally located
along the west side of Ohio Avenue, south of Farm to Market Road 646.
Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City.
Mr. Dominguez made a motion to approve the Preliminary Plat, Bethel Addition, PLAT-23-0035, per
staff’s recommendation.
Ms. Morrison seconded the motion.
The motion passed by a vote of 7-0-0.
5. Staff Comments
Mark Linenschmidt wished the Commission a happy and safe holidays. He also reminded the
Commission that the next regularly scheduled meeting is January 8, 2024, per the approved Planning
and Zoning Commission calendar.
6. Adjournment
Mr. Dodson made a motion to adjourn the meeting.
Ms. Irwin seconded the motion.
The motion passed by a vote of 7-0-0.
Mr. Maaz adjourned the meeting at 6:11 p.m.
