Meeting Minutes City of League City Planning and Zoning Commission Regular Meeting, Monday, February 5, 2024 Council Chambers, 200 W. Walker Street, League City, TX 77573 1. Call to Order and Roll Call of Members Paul Maaz, Chair, called the meeting to order at 6:00 p.m. Present: Paul Maaz, Ruth Morrison, Jacqueline Irwin, Matthew Hyde, Matthew Propst, Chris Dodson, Pam Arnold Absent: Frank Dominguez City Staff: Kris Carpenter, Director of Planning; Mark Linenschmidt, Planning Manager; Vince Hustead, Senior Planner; Matt Brown, Assistant City Engineer; Michelle Villarreal, Interim City Attorney 2. Approval of January 22, 2024, minutes Mr. Maaz asked if there were any corrections. He stated hearing none, the January 22, 2024, minutes are approved. 3. Citizen Communications None. 4. New Business A. Consider and take action on a Preliminary Plat, Samara, Section 12, PLAT-23-0066, generally located south of Samara Way and west of Landing Boulevard. Vince Hustead, Senior Planner, gave a presentation on behalf of the City of League City. Mr. Dodson made a motion to approve the Preliminary Plat, Preliminary Plat, Samara, Section 12, PLAT-23-0066, per staff’s recommendations. Ms. Morrison seconded the motion. The motion passed by a vote of 7-0-0. B. Consider and take action on a Preliminary Plat, Samara, Section 17, PLAT-23-0072, generally located along the north side of Ervin Street and along the east side of Landing Boulevard. Vince Hustead, Senior Planner, gave a presentation on behalf of the City of League City. Mr. Dodson made a motion to approve the Preliminary Plat, Samara, Section 17, PLAT-23-0072, per staff’s recommendations. Mr. Hyde seconded the motion. The motion passed by a vote of 7-0-0.  C. Consider and take action on a Final Plat, Westland Ranch, Section 2, PLAT-23-0073, generally located south of Muldoon Parkway and along the west side of Magnolia Bayou. Vince Hustead, Senior Planner, gave a presentation on behalf of the City of League City. Ms. Arnold made a motion to approve the Final Plat, Westland Ranch, Section 2, PLAT-23-0073, per staff’s recommendations and with the condition of a Letter of Credit be approved by the Engineering Department before plat can be recorded. Mr. Dodson seconded the motion. The motion passed by a vote of 7-0-0. D. Consider and take action on a Final Plat, Landing Boulevard and Samara Way, Phase I, PLAT- 23-0078, generally located north of Ervin Street and west of Hobbs Road. Vince Hustead, Senior Planner, gave a presentation on behalf of the City of League City. Ms. Morrison made a motion to approve the Final Plat, Landing Boulevard and Samara Way, Phase I, PLAT-23-0078, per staff’s recommendation. Ms. Arnold seconded the motion. The motion passed by a vote of 7-0-0. 5. Staff Comments Mark Linenschmidt, Planning Manager, informed the Commission that rezoning (MAP-23-0006) and revisions to Chapter 125 of the Code of Ordinances of the City of League City of Appendixes B, C, D, and E will be considered at the February 13, 2024 City Council meeting. The Commissioners were also informed of the email invitations being sent out to attend the State of the City on February 29, 2024. 6. Adjournment Mr. Dodson made a motion to adjourn the meeting. Mr. Hyde seconded the motion.
